The head of state outlined clear objectives for showing “zero tolerance” for any violations and strict adherence to law and order. Any such violations are subject to administrative and criminal liability.
According to the police, in 2023, the police identified over 16 thousand violations for committing petty hooliganism, and more than 1,700 cases of damage to other people’s property. For a particularly daring violation of public order, expressing clear disrespect for society, associated with the destruction or damage of other people’s property, about 1.5 thousand people are held criminally liable.
At the same time, recently there have been cases of citizens blocking roads in order to attract public attention. However, such actions are illegal.
Thus, on December 23 of this year in Almaty, residents of the River Park residential complex blocked Makataev Street with demands to connect the heating. These actions are qualified as a gross violation of public order, expressed in creating obstacles to traffic, as well as failure to comply with the legal demands of police officers.
“Residents needed to resolve the current situation with the relevant authorities and service organizations within the framework of the law, adhering to the requirements of the Law on organizing and holding rallies by notifying the local executive body before it took place.
Thus, public order was violated by citizens, and significant inconvenience was caused to other citizens. In this regard, administrative protocols were drawn up against four citizens under Article 667 of the Code of Administrative Offenses for disobedience to a lawful order or demand of a police officer. Nine other participants in the action were brought to justice under Article 614 of the Administrative Code for creating obstacles to the movement of vehicles,” said Kaisar Sultanbayev, chairman of the KAP of the Ministry of Internal Affairs.
The police reminded that organizing and holding illegal protests entails administrative and criminal liability.
