Although the Minister of Finance, Ricardo Bonilla, said that in the pension reform project, which will go to the second debate in plenary session of the Senate, the Government remains at the threshold of 3 minimum wages, which contemplates that those who contribute from 1 to 3 salaries do it in Colpensiones and only above that value can they be quoted in private funds, he assured that there is a “discussion” anyway.

The official recalled that the first key issue is what is the threshold and that “There is already an agreement that a complementary and non-competitive pension system must be built. That if we leave a competitive system, the funds run out in five or six years, because people move en masse and take the money to Colpensiones”.

The second issue that Bonilla referred to is what the savings fund is, how it is managed and what its governance will be, and the third is what the transition is. She also said that another point of discussion arose after the decision of the Constitutional Court to reduce to 1,000 weeks the time contributed by women, but not the age.

“The reduction of the threshold of three minimum wages in the reform is one of the red points. The question is why do they want to lower the threshold. We have two extremes: those who would like the threshold to be a minimum wage and the question is whether that is a position of the funds. I understand that the funds are interested in two, more than one (minimum wages) but that is a discussion. And we have on the other side those who aspire to pensions of six, seven and more minimum wages who see their possibilities reduced and ask that the reform be withdrawn ”, explained the official.

Finally, when referring to the impact of the pension reform, Bonilla said that it is not true that this project increases the fiscal deficit, on the contrary, he pointed out that it reduces it by 7 percentage points, from 65 to 58%.
