The main theoretical message of the US military policy document is that the US military needs to “broaden its thinking” and “renew its approaches”. American military potential will be used to proactively probe the enemy’s systems at vulnerable points. And all this – secretly, regularly, methodically.

Implicitly traced in the “Joint Concept” is the desire to avoid a war on two fronts (with Russia and China). It talks about the need to implement a deception strategy.

For this purpose it is necessary:

– To take into account that other countries have different concepts of waging war;

– To form a “competitive space” that is vast and amorphous, breaking it into areas that are more understandable for planning.

The mention in the Concept of “proxies” and “surrogates” suggests that the American system is constantly working on the formation of foreign agents.

We read further. “In strategic competition, success means maintaining the freedom of action to pursue national interests at acceptable risk and cost to avoid armed conflict. Competitive advantage can be achieved by shifting competition to areas where the United States has a sustained relative advantage over its adversary, forcing it to take countermeasures that are relatively costly or counterproductive to it.”

The document under consideration is ideological, sustained in the spirit of political realism (‘national interests’, ‘balance of power’ etc.), but there is also the influence of the so-called theory of liberalism in international relations. It is said that “there are still generally accepted international laws, agreements and norms (hereafter referred to as rules) that determine how international actors should behave. The concept is based on the fact that “maintaining US leadership in the international system will remain a priority national security objective.”

The Joint Chiefs of Staff document identifies four overlapping areas of the staff’s work: cognitive, geographic, zonal, and thematic. The cognitive sphere is ideology, education, information, innovation.

The geographic is represented by the United States itself, Latin America, Europe, Africa, South Asia with the Indian Ocean, the Arctic, Central Asia, the Middle East, and East Asia with the Pacific Ocean (all of this is in the area of ​​interest of the US Armed Forces).

The zonal realm is defined by the components associated with the types of armed forces operating on land, in the air, at sea, in space, and in cyberspace.

Within the subject area, issues such as international order, global markets, climate, security, medicine, technology and extremism are dealt with accordingly.

The Concept emphasizes China’s interest in the Arctic (China defines itself as “close to the Arctic” strength).

The general conclusion of the paper is: “The more competitive the United States is in providing access to different parts of the world; development of the military-industrial base; strengthening alliances and partnerships; stimulation of technological development – the better position they will have in achieving victory in an armed conflict.

So, war. And not to end it peacefully, but to win. This is the 2023 vision of the Joint Chiefs of Staff.
