This was the highlight of the latest advice from the Guingamp-Paimpol Agglomeration (GPA), this Tuesday, October 18 in Plouézec: the desire to develop access to primary care through health centers.
The Guingamp health center has been perfectly identified, has found its place in the medical landscape and its target audience.
At present, the territory has only one, in Guingamp, which opened in April 2019, with salaried doctors from the hospital. A center “perfectly identified, which has found its place in the medical landscape, and its target audience: the people furthest away from treatment or those who no longer have a treating doctor”, explains Claudine Guillou, vice president of health.

The creation of a similar center in Paimpol was therefore unanimously validated with a targeted opening in April 2023 and five long-term doctors (three upon opening). The Paimpolais hospital will in fact be the contracting station, the employer and the financier. The Municipality will support the rents of the premises, in this case the ground floor of the Quinic residence, managed by the Paimpolais CCAS.
And the Agglo in all of this? It will ensure the financial balance “as long as the expenses are greater than the product”. With aid of just over 84,500 euros in the first three years, of which 43,000 euros in 2023. Claudine Guillou mentions “a completely reassuring prospect for the future” and a project that “will be implemented in a serene and peaceful way” .
“A necessity”
If Yannick Echevest, mayor of Ploumagoar, was surprised by the size of the staff of the medical secretariat (2.4 full-time equivalents), Morgan Rasle, elected for Paimpol, was told that, more than the secretariat, they are these nurses. of advanced practice to “regulate bobology”. “We have expanded with respect to Guingamp” where “they are completely overwhelmed”, according to her, advanced Claudine Guillou.
By supporting this project, Jacques Mangold, mayor of Plouézec, however regretted that it does not take place “after the battle, which has existed for several years. Several municipalities have already intervened.
It is not just a geographic network, it is also a necessity.
“If Paimpol had been alone, we would not have been able to offer anything, it would be an even greater injustice”, replied Fanny Chappé, mayor of Paimpolaise, referring to the financial aspect and welcoming “collaborative” work. She then defended: “It is not a question of the Municipality, but of the canton of Paimpol, and far beyond”, underlining “a large number of indices of fragility of the population, which justify an intervention in this part of the territory. It is not just a geographical network, it is also a necessity ”.
