The operator’s cabin is still a frying pan, despite changes in regulations. “Psinco has changed”

In 2019, Tomasz Klarkowski, who publishes on YouTube as Einar Thorwaldsen during the hot weather publicized the poor conditions in the crane operator’s cab. The temperatures then reached even 50 degrees Celsius. – At such a temperature, a person can faint. And when he collapses, the crane will go as it pleases – Klarkowski said.

Three years later, writing a text by Fr. work in hot weather, we also contacted him. He consulted the tongue to find out from his fellow operators about the current situation. He already works abroad, but is still well-versed in the Polish market.

“We’re seeing a shift in climatic zones.” Will it be warm in Poland as in Italy?

The conditions in the cranes have improved, but …

As Klarkowski told us, thanks to his action it was possible to include the necessity of maintenance in the health and safety regulations temperature in a crane between 18 and 28 degrees C.

Its success was also a large campaign by the National Labor Inspectorate regarding the conditions on cranes. Last year, 250 inspections were carried out. This is a lot, because according to the data provided by Łukasz Komuda, co-author of the podcast “Economics and all the rest”, an expert on the labor market of the Foundation for Socio-Economic Initiatives, the average frequency of inspections in 2020 has already reached one in 39 years, and in the group of micro-enterprises – for 65 years. So never. ”

“I don’t know about you, but I’ve been on about 10 cranes in the last two months and has been on all of them air conditioner. Masovian Voivodeship. So I think that thanks to you (Tomasz Klarkowski – ed.) The number of air conditioning on cranes has significantly improved “- writes one operator. Another echoes him that all the cranes in Lublin have installed air conditioning.

However, according to the reports of other crane operators, this is still not enough. There are still many places that don’t follow the rules.

… far from ideal

Klarkowski notes that air conditioners have appeared in the cranes, but mainly in the larger ones companies. However, the devices are inefficient and unserviced. It is, after all, costs, and in high times inflationor a decrease in the number of started construction sites, employers avoid this obligation.

In addition, in small towns or on construction sites in the field, adequate cooling is still lacking. The temperatures in the cabin exceed 40 degrees Celsius. “As far as I knew, most of the cranes in the Podkarpackie Voivodeship, unfortunately without air conditioning,” informs another crane operator.

“The poverty of the companies is against it. (…) Entrepreneurs point out that cost the original air-conditioning is too high and therefore they install it for the piece just like in this moviefrom Castorama “- writes Klarkowski.

It happens, however, that even large companies that have 300 the cranes do not follow the rules. Operators complain that not only the air conditioning service, but also the entire lift, is lame.

According to Klarkowski, the problem lies in the regulation that needs to be clarified. The way in which the regulation temperature is to be achieved has not been regulated. The man believes that the word “air conditioner” should be included in the regulations.

In addition, the problem also exists in the weak unionization, which applies not only to this industry, but almost the entire Polish labor market. Consequently, there are workers from abroad who are easy to take advantage of and pay them low wages. This, in turn, affects the entire industry. There are teams that stop work if cooling is inefficient to force employers to change. Klarkowski, however, believes that although many operators complain, they lack solidarity to win better working conditions.

There are also situations when foreigners are employed at rates lower than the market rates. In addition, companies use them to work beyond the standard eight hours. The change sometimes takes up to half a day. Here it comes out again how underfunded an institution it is PiP. Moreover, the law does not protect the complainants, which limits the number of complaints.

Summing up, the psinco has changed because PiP is not keeping up with the controls, crooks are feeding on people so far, (…) and the operator sits quietly so as not to lose his job

– says Tomasz Klarkowski (psinco or psińco is nothing in Silesian).
