How “Toplofikatsia Sofia” condemned its client and collected BGN 325 for an obligation of 21 articles, remaining from 2012, was shown by the ombudsman Maya Manolova with documents during a meeting of the Metropolitan Municipal Council (SOC), at which the business plan for development was discussed of the company in 2017. The amount increases nearly 15 times after the fee of the energy company’s legal consultants is added to the debt. As of January 24, 2017, Tuesday, following changes to the Civil Code proposed by the ombudsman Maja Manolova, legal fees are now six times smaller.

The public defender urged the municipal councilors not to accept the plan proposed by the management of the monopoly company, drawing attention to some issues.

“The first thing that shocks is that the business plan of “Heating Sofia” has not been publicly announced. The company is municipal, which means it is owned by 1.5 million residents of the capital, and I think that each one of them has the right to know what the financial situation is, what are the intentions of the capital’s “Heating” for the next year, Manolova pointed out.

And he continued: “The loss of “Toplofikatsia Sofia” in 2016 was BGN 40 million, and given that more or less the same loss is predicted for next year, against this background, some of the costs and their increase in 2016 are puzzling For example, the increase in funds for salaries by BGN 2.5 million, and for 2017, a new BGN 4 million, plus salary expenses, are planned. In fact, for the last 5 years, the net staff has increased by 120 people, i.e. regardless of the losses, administratively “Toplofikatsiya” is “growing”, she noted.

According to her, the costs for the so-called external services are also increasing. “For example, legal expenses for 2016 reached BGN 3 million, which is also quite astonishing, given the serious work of the company’s legal consultants and their legal fees. For 2016, they are for over BGN 10 million, and at the same time, “Toplofikatsia” is hiring additional lawyers, for which, as we can see, it has paid in the amount of BGN 3 million. Why is this necessary?”, asked Maya Manolova.

The ombudsman also pointed out the existence of a discrepancy between the income from the “Heat accounting” service and the costs of this service.

“Toplofikatsia” itself has a very small share in this service “Partial distribution”, other companies are used and as can be seen from the report, nearly BGN 7 million were spent, and BGN 6 million were collected. There could be more – a clear answer to the question of how effective the measures included in the investment program are, because, although they are called “ambitious, highly effective measures”, some of them raise questions,” said Manolova.

From the plan, according to her, it can be seen that for 2016, only one kilometer and 300 meters of the heat transmission network was repaired, out of 20 planned, with a total length of the entire heat transmission network of nearly 1000 km, and about 7 km of the plan for 2015 year.

“I mean in total, “Toplofikatsia” repaired, according to this report, only 8 km, which is absurdly small,” commented the ombudsman.

Despite the remarks made by the public mediator and the recommendation that the business plan of “Toplofikatsia Sofia” not be accepted in its form, the SOS voted for it with a majority.
