And the second article of the decision stated that it should be replaced by the text of Article Three of the Prime Minister’s Decision No. 1627 of 2019 that “the employee / worker deserves a complementary incentive that represents the difference between the total wage and the minimum wage stipulated in the first article of this decision, taking into account that when calculating the difference Any rewards, allowances or cash benefits that are paid for public purposes or are paid collectively, whether they are monthly or periodic for one time or several times in one year, and what is decided under Law No. 18 of 2023 referred to, regardless of the source of funding or The budget section on which the discount is made, and that its monthly average is calculated in pounds on the first of April 2023.

The Prime Minister’s decision included not taking into account, when calculating the aforementioned difference, the incentive to attract workers, the compensatory incentive, the additional incentive established under Law No. 76 of 2019, sabbatical allowances, residency allowances and salaries in remote areas, and allowances for conditions and risks. The job, and the value of any in-kind benefits, and these bonuses, allowances, and benefits will continue to be paid to those who are entitled to them in accordance with the rules regulating them.

And in the third article of the decision, it was stated that in cases where the total wages of employees or workers holding a master’s degree or a doctorate degree, including allowances, incentives, or others paid to them in exchange for scientific excellence, are less than the amounts stipulated in the second paragraph of the first article. From this decision, according to the case, the difference between them is due, and it is spent within the framework of the rules and regulations regulating entitlement to the benefits of scientific excellence in force, and that this difference is calculated for one time, and it is deducted from it according to the type (13 / minimum wage allowance) for holders of academic degrees “Master’s and Ph.D. It is included in the cash benefits in Chapter One, “Wages and Compensation of Workers,” and it is kept as part of the complementary or variable wage of the employee or worker, as the case may be.

Article 4 of the Prime Minister’s decision stated that this decision should be published in the Official Gazette, and it will come into effect from the first of April 2023. It was issued at the Presidency of the Council of Ministers on Ramadan 20, 1444 AH (corresponding to April 11, 2023 AD).
