The new Riga government does not cope with the old pages

The leaves collected in the capital are transported to the Getliņi landfill for biomass processing at the expense of the municipality. However, this year November has caused much bigger problems than in previous years – mountains of bags accumulate in the collection, often there are no cars or containers.

So the leaves had to be thrown almost on top of the sculptures. Judging by everything, this autumn the municipality is not living up to its promises – it is calling to collect the pages, but they are not being taken out, but being piled up. ”

Meanwhile, the municipality complains about the unconsciousness of Rigans who do not observe the set times, as well as about the cost, because the waste removal fee has increased several times, and about the amount of leaves that exceeds the amount collected in previous years.

Unauthorized dumping

The Riga Territory Improvement Board indicates that the leaves are collected only at the specified places and times, when road transport and / or large containers are also provided.

“According to the idea of ​​the project, the loading of the leaves into the transport or containers of the waste exporter should be done by the residents themselves. Unfortunately, a large number of people leave the pages outside the set days and times, including in Bieriņi, which indicates irresponsibility and unauthorized behavior, which would be punishable, as it is comparable to dumping waste in an unintended place, which also causes environmental pollution, ”the administration said. .

This year, waste export prices have increased two to three times, but the administrative budget is in line with previous years, and specialized road transport and large containers are available within financial limits.

The police are called to help

The number of pages handed over in bierini is also the largest “volume of pages left unauthorized”. At the end of the project, all page collection points will be cleaned up and the pages left unauthorized will be taken out.

Unfortunately, even after the completion of the leaf project, leaves and sometimes other waste, the collection of which requires both finances and labor, are still allowed at collection sites for about two months.

To avoid this irresponsibility, at the end of the page campaign on November 28 and 29, the municipal police will be involved, who will make sure that no one takes the pages outside the set time.

“In view of the above, another procedure for collecting pages will be planned for next year in order to limit the unpredictable and unauthorized leaving of pages,” the Board points out.

The council convenes a meeting

The council even convened a special meeting on this issue on November 19. Domnieks Valdis Gavars reports that there has been a working meeting with the new Acting Executive Director of the city Elīna Trautmanis and the Head of the Territorial Improvement Department Viktors Admidiņš.

“Although the collection of leaves in Riga has been going on for the ninth year, due to the hesitation of temporary administrators and the lack of money, mountains of leaf bags have formed in the area. As officials explained, the cost of collecting and removing leaves has risen three times compared to previous years. Therefore, a shorter export time was planned this year, hoping that it will reduce the amount of pages brought in, ”says Gavars.

In 2018, the collection of leaves cost 26,169 euros, last year – 37,781 euros, this year 40,000 euros are planned. 967 tons of collected leaves have already been exported this autumn. The most active were the residents of Pārdaugava – about 500 tons, but there is a slight suspicion that part of it was brought from Pieriga.

Although there was a great response from Rigans and the need for the service at all page reception points, additional times for page removal could not be reached on November 21 and 22.

It is not clear next autumn

“The words of Viktors Admidiņš caused concern. As the number of pages handed over has increased by 40% this year and people have unknowingly left their bags out of time, this project may not be continued next year. And the main argument for not continuing is the increase in costs and the behavior of the fetchers, ”Gavars is concerned.

According to him, this service should not be interrupted, moreover, the binding regulations of the city stipulate that the owners must collect fallen leaves not only from their own, but also from the adjacent areas – sidewalks, lawns, ditches bordering the property. The leaf campaign has greatly reduced the desire to burn them in the autumn, and leaves should not be thrown in municipal waste containers.

Gavars hopes that by next year the municipality will find out how to do better, but most likely will not support the fact that the city does not participate in solving this problem.
