The focus is on all transactions and all payments in the last 4 years.
The parliamentary groups of “Stand up! Mutri, out” and “There is such a people” submitted a request for a large-scale revision of the government of Boyko Borissov to the office of the National Assembly. This is clear from their draft decision, which Dnevnik saw. It is also included as the first item on the parliament’s agenda for Friday morning.
The document provides for the establishment of a temporary commission for a period of 3 months “to establish abuses and violations in the spending of funds by the Council of Ministers, ministries, state bodies, state enterprises and companies with more than 50 percent state participation in the last 4 years.”
The deputies from “Democratic Bulgaria” have not signed, but will support the request in the hall, the co-chairman of the coalition Hristo Ivanov told “Dnevnik”.
The tasks set by the future commission are really vast and it is not clear how all the mentioned sites will be inspected. Just listing them takes up several pages, and their detailed study in 3 months seems almost an impossible task.
State companies and state institutions by list
Among the planned for the main audit are the state-owned companies of the rank of “Motorways” EAD – the company that received billions, to build expressways without public procurement, the state water supply and sewerage holding and the state oil company, also created in violation of the principles of market economy. Also the Bulgarian Energy Holding, Kozloduy NPP, the National Electricity Company, the Electricity System Operator, the Maritza, Bulgargaz EAD, Bulgartransgaz and others.
Importers also want a full free check for some citizens, but it turned out to be expensive for the taxpayers in general to rehabilitate prefabricated apartment blocks with money from the state budget and European funds.
It is also planned to control how the concession contracts and large public procurements are concluded and implemented, as well as the participation of offshore companies in the absorption of public funds.
The audit does not stop there. The activity of The National Social Security Institute, the Health Insurance Fund, the Silver Fund, the pension companies, the trade attachés, the Road Safety Fund at the Ministry of Interior.
BDB and NRA are in focus
Special attention will be paid of the Bulgarian Development Bank, established to finance small business, and has become donor to companies close to the government. The spotlight is also directed to the National Revenue Agency (NRA) due to the leakage of personal data of over 5 million Bulgarian citizens from its servers, for which no one in power was responsible.
The new deputies also insist on revision of the payment of bonuses in the administration and for participation in boards of civil servants, requesting a number of public announcements of the persons who have authorized and received them.
A report will be sought on the public funds given over the years, on e-government and e-government, on the modernization of the army, on the construction and repair of roads and highways, hydropower plants and their property, district heating and water companies, dams.
The focus will also be on granting Bulgarian citizenship, for which a corruption scandal erupted during the joint rule of GERB and the United Patriots, and despite suspicions that this is how money is poured into the party coffers, the prosecution saw no evidence of this.
The cause of the record mortality from covid-19 and the lack of support is being sought
The plan provides for a detailed analysis and how the measures to combat the COVID-19 epidemic were financed with funds from the state budget, as well as what money was paid and in what terms to the affected micro, small and medium enterprises.
In her speech to the deputies today, Maya Manolova pointed out that the small enterprises were not supported at all. Economists have long pointed out that the self-insured in Bulgaria were deliberately omitted by the government in allocating European money to support our economy.
The reasons for the highest mortality in Bulgaria during the pandemic will also be sought.
Previous revisions have yielded nothing
Even after the early termination of the mandates of Borissov’s previous two cabinets, revisions of his administration began, which did not lead to anything.
For example, after his first resignation as prime minister, the use of a government air force and military helicopters as private taxis was investigated. The chief of the pilots was eventually charged, not the prime minister and ministers. Following the second resignation, a management check was requested again. it covered the work of ministries and public procurement. Eventually some folders went to the prosecutor’s office, the state prosecution sought the responsibility of ministers only from the Reformist bloc, and they were acquitted in court, including the nominee by Borissov for future prime minister Daniel Mitov.
