“It is necessary to act responsibly and expeditiously in order to avoid the chaos of the upcoming elections. That is why my decision is that the newly formed central election commission enters its role simultaneously with the dissolution of the National Assembly and the decree to schedule new parliamentary elections.”
With his decree, the head of state determined the rules for conducting public consultations and the procedure for appointing the 15 members of the commission.
Former Deputy Minister of Internal Affairs Krasimir Tsipov from GERB was the only nominee for the chairmanship of the new Central Election Commission during today’s consultations with the President.
From the very beginning of the consultations, GERB-SDS emphasized that, as the largest and most numerous parliamentary group, they were entitled to the position of chairman of the CEC. After it became clear that this was the Tsipov nomination, criticism followed:
The leader of “Democratic Bulgaria” Hristo Ivanov stated:
“I have direct observations on his role as pushing this legislation, which created the opportunities for Tsvetanov to manage the ministry in the way he manages it…”.
“To propose a Deputy Minister of the Interior in case of absolute inaction on the part of the Interior on the occasion of the hundreds of reports of vote-buying, of manipulations of the electoral process…” added Maya Manolova from “Stand Up!” get out”
“On behalf of the parliamentary group of the BSP for Bulgaria, I declare, regardless of the candidacy, that we will not support the chairman of the CEC, nominated by the PP GERB”, added Ivan Ivanov.
However, Desislava Atanasova from GERB commented:
“I don’t exactly allow Mrs. Maya Manolova, famous for Kostinbrod and what not, to talk about either morality or ethical norms and definitions”.
The dissatisfied called on “There is such a people” to make its nomination for the chairman, but Slavi Trifonov’s party did not react, and the president Rumen Radev summarized:
“It turns out that the chairman is a representative of GERB, dominated by Mr. Tsvetanov, who will conduct the presidential elections for the presidential candidate, isn’t that what you said, Radev.”
Radev will publicly listen to the candidates for CEC members on Friday.
The other members
From “There is such a people”, which have 3 representatives per quota, nominate Kamelia Neikova as vice-chairman; Elka Stoyanova – a lawyer with extensive experience as a member and Prof. Lyubomir Gavrilov – a mathematician with knowledge of the application of the electoral process, also as a member.
BSP nominated Emil Voinov – a specialist in information technology, as vice-chairman, and as members – Silvia Stoicheva and Tsvetanka Georgieva. The three are also in the current CEC.
Mustafa Karadayi from DPS stated that it is nominating two members for the CEC under a quota. Sevinch Solakova is nominated for secretary. And at the moment she is the secretary of the CEC. The second nomination is Arhan Chaushev, who is also a lawyer and is also a member of the current CEC.
“Democratic Bulgaria” proposes as vice-president the sociologist Tsvetomir Tomov, who was a member of the previous CEC, as well as Lyubomir Georgiev – a current municipal councilor and mathematician.
Maya Manolova from “Stand up! Mutri van” made its nomination. The smallest parliamentary group wants its representative in the CEC to be Rositsa Mateva – a former member of the CEC and current chairman of the Public Council at the CEC.
After the latest amendments to the Electoral Law, the president, in addition to appointing the composition of the CEC, also conducts the consultations on the formation, which were previously held in the parliament. However, Rumen Radev reminded his critics a few days ago that this does not mean greater powers for him:
“As president, under this new law, and before, I can neither nominate nor choose anyone as a member of the Central Election Commission. This is the responsibility of the parliamentary groups, which also nominate the chairman and the deputies, and the secretary of The Central Electoral Commission. The difference in public consultations.”
The parties and coalitions will present the names and positions of the nominees for CEC members to the president, and they must agree on the leadership among themselves. Who will be the chairman and secretary, if there is no such agreement, will be determined by lot.
No formation can have a majority in the composition of the commission. Those who do not get the chairman’s or secretary’s seat have a quota of one vice-chairman each.
