From the start of the 2023 school year, the National Student Ombudsman will be responsible for the process for handling complaints and reports in the Quebec school environment. Autonomous and external to the school network, the institution’s mission will be to ensure respect for the rights of students and parents who receive services from the public and private school networks of Quebec.
An ombudsman in the making
Me Jean-François Bernier, the first national student ombudsman, and other key players in the network are working together to set up this new standardized national mechanism created as part of the reform of the handling of complaints in the school environment. This institution is called upon to become the ombudsman of education in Quebec. “The coming months will be devoted in particular to hiring staff and welcoming and training regional student protectors; a great challenge that we are ready to take up in order to improve the protection of the rights of students and their parents,” said Mr. Bernier.
Recruitment of suitable people
The regional student ombudsman or the regional student ombudsman is responsible, among other things, for dealing with complaints made by students and carrying out the verifications, inspections or investigations deemed necessary by the situation. He or she must also give his or her opinion on the questions submitted by the various school boards and committees as well as lend assistance to people who file a complaint.
Positions are offered on a full or part-time basis and incumbents are appointed by the Minister of Education for a renewable term of up to 5 years.
