Problems of isolation, degraded common areas, unsuitable housing… “Redeveloping neighborhoods for city policies” is often the term used modestly to describe the role of the ANRU. More than just a brushstroke, this organization’s mission is to provide the financial means to revive abandoned and landlocked housing estates.
In Morillons, in Haut-Montreuil, Ilic welcomed the announcement of works on his tower in October: “We now expect the promises to be kept“, He let himself go, listing all the degradations that have ended up making living conditions almost unlivable. Others, like Wijden in this same neighborhood, are concerned about the demolitions and the fate of the inhabitants.
However, for the inhabitants and the mayors, the ANRU is in fact a lever of weight to transform entire sectors of the cities. 100 million euros for the Morillons and La Noue in Montreuil, 132 million for Saint-Denis …
“It is a symbol that this installation in Seine-Saint-Denis“, Underlines the director general of the agency, Anne-Claire Miallot, who served for two years as deputy prefect for equal opportunities in the department.
Baptized the “Kanal”, the sinuous building designed by architect Rudy Ricciotti lives up to its name: its facade with green reflections sways between Avenue Jean Lolive and the Canal de l’Ourcq, in Pantin.
Two ministers for ANRU
The 130 employees of the agency settled in the Kanal on July 4 after 18 years spent in rue de Vaugirard (15th arrondissement of Paris), in the premises “obsolete, which were not worthy of the people we received“, Points Olivier Klein.
It was as the newly appointed deputy minister for the city and housing that the cliché mayor attended Anru’s last board of directors on Thursday, July 7, of which he had been president since 2018.
At his side, Christophe Béchu, his supervisory minister and brand new minister in charge of ecological transition and territorial cohesion, welcomes the entry into government of this “sensitive neighborhood specialist“
€ 2.2 billion committed
“Anru invests in more than thirty districts, 2.2 billion euros in financial aid to support urban projects for the benefit of the more than 600,000 inhabitants of the city politics of this department“, Details the director general of the agency. “These urban projects will make it possible to intervene through the demolition-reconstruction of over 10,000 homes, the rehabilitation of over 20,000 homes and the construction-renovation of over one hundred public structures.“, He lists.
Indeed, Seine-Saint-Denis is the first department to receive funding from Anru.
With the aim of transforming the city’s most troubled neighborhoods, the first national urban renewal program (PNRU) involved 45 neighborhoods in 23 municipalities of Seine-Saint-Denis. It mobilized € 1.5 billion in ANRU grants for a total of € 4.9 billion in investments.
Launched in 2014, the new PNRU (or NPNRU) is distributed in 35 districts of 32 municipalities in the department.
The latest agreement was signed in Saint-Ouen, on March 10, for the districts of Vieux Saint-Ouen and Cordon-La Motte-Taupin. At the beginning of May, Anru also validated in the commitment committee 142.6 million euros in grants for the redevelopment of the Maladrerie / city districts of Emile Dubois, La Villette and Quatre-Chemins and République.
Targets: “repair distressed neighborhoods, anticipate adaptation to climate change, think about the right articulation between urban and nature, housing and economic activity, and also offer beauty“, Explains Anne-Claire Mialot.
To date, work has been undertaken in 393 neighborhoods across France out of over 450 affected by the NPNRU.
