With the adoption of the Energy Act at federal level and the entry into force of the cantonal Energy Act of April 19, 2021 on September 1, 2022 with the associated adjustment of the special building regulations (BBV1) at cantonal level, there are or will be changes in the energy sector for municipalities and builders.
In the spirit of the energy transition, various projects are being offered, measures implemented and energy saved as a result. On the one hand there are measures in the sense of conditions, on the other hand there are various incentive systems to implement measures voluntarily.
The levels of influence of the measures are multi-layered and tend to be uncoordinated because there is often no overall overview. The municipal council wants to create an overall overview at municipal level and, in a first phase, create an energy concept as a basis for determining measures and for reliable, short, medium and long-term financial planning for the energy sector.
