Funds will be disbursed by September 30, no budget update will be required

The means of the second tranche for the so-called “Ukrainian aid” for farmers will be provided. This became clear at a meeting of the Minister of Agriculture and Food Dr. Georgi Takhov with the Deputy Prime Minister and Minister of Finance Lyudmila Petkova and representatives of branch organizations.

Minister Takhov stated that the DFZ is fully prepared for the payment of the aid. He reminded that the funds are provided through the national budget and they were set for 2022 and 2023.
“The difference for this year is that the money was not budgeted. After a meeting was held and a memorandum was signed on February 12, 2024 with the previous composition of the Council of Ministers, it was promised that the funds under the second tranche would be paid by September 30, 2024, although there are no such funds available in the budget.

Georgi Tahov also recalled how the money was secured under the previous tranche.

The Minister of Agriculture indicated that under the second tranche, over BGN 300 million should be distributed to over 53,000 farmers.

For her part, Finance Minister Lyudmila Petkova stated that the industry has concluded
agreement and it will be fulfilled. “The Ministry of Finance (MF) will do everything possible to avoid a budget update. We meet the deadlines to pay the aid until September 30,” she added.

The Ministry of Agriculture and Food has prepared a draft Resolution of the Council of Ministers for the distribution of money.

“With Deputy Prime Minister Petkova, we are specifying the nominal amount that we will need based on the first payment thresholds that have already been reached. The maximum intensity for this aid is 280,000 euros”, said Georgi Takhov.

He explained that the instructions for the procedure are ready and will be approved by the Board of the DFZ, after the Decree is adopted by the Council of Ministers and our country has received approval of the two notifications from the EC. “This time, no admission will be required, but there will only be an amendment in the budget for conditionalities. After the Board of Directors of the DFZ approves the instructions, we will proceed with the organization of the payment of
the amount,” he added.
