The Interior Ministry has terminated the contract for the supply of Russian software and hardware systems. During acceptance, the ministry found the devices marked “Made in Taiwan”. The supplier believes that the Ministry of the Interior has requested the delivery of goods not ready to be accepted.

As CNews, an IT company inside, discovered the national government tried to supply Russian equipment made in Taiwan to the Ministry of Internal Affairs. However, the ministry refused to accept it and terminated the contract unilaterally.

Under a contract with MY On February 3, 2022, the Astral-M company was supposed to transfer to the Ministry 1015 software and hardware systems (PAK) of information protection for a total amount of 275.2 million rubles, it appears from the information published in public procurement portal.

Of the total volume of goods, Russian-made equipment accounted for just over a third of PAKs (284 units). On the remaining devices, during the acceptance of the goods, the Ministry of the Interior found the words “Made in Taiwan”.

At the time of publication of the material, neither the Ministry of the Interior nor Astral-M were able to comment on the termination of the contract.

Problem of origin

As per contract, at the time of acceptance of the goods supplier he was obliged to provide documents confirming information about his country of origin. The Ministry in this matter refers to the government decree n. 719 “On the confirmation of the production of products in the territory of Russia” or the government decree No. 878 “On measures to stimulate the production of radioelectronic products in the territory of Russia …”.

The Interior Ministry reports that such documents have not been provided. As a result, the ministry did not accept most of the devices for delivery and terminated the contract on October 10, 2022.

The supplier, in a letter to the Interior Ministry dated August, points out that the production of non-accepted goods is carried out in Russia. According to Astral-M, this fact is confirmed by certificates issued by FSTEC And FSB. However, the Ministry of Internal Affairs naturally requires the supplier to confirm the Russian origin of the PAKs by providing information from register of the Ministry of Industry and Commerce.

The Ministry of the Interior is established tender for the purchase of hardware and software systems for information security on December 24, 2021 in the amount of 279.4 million rubles. According to the tender documents, all kits must be compatible with Infotex’s ViPNet Administrator software. Goods must also be produced no earlier than 2022.

As part of the state contract, Astral-M has undertaken to supply the company with the ViPNet Coordinator HW complexes “Infotex»Four types: ViPNet Coordinator HW 50 A (26 units for 1.7 million rubles), ViPNet Coordinator HW 100 C (585 units for 81.9 million rubles), ViPNet HW1000 coordinator (284 pieces for 82.7 million rubles) and ViPNet Coordinator HW 2000 (120 for 108.8 million rubles). The supplier disagrees

According to the supplier, the only obstacle to the acceptance of the PACKs is the contrast between the terms of the standard contract and the specifications of the goods. At the same time, when filing applications, Astral-M indicated which types of goods were in the register of the Ministry of Industry and Trade and which were not.

Astral-M also previously sent a dissent protocol to the ministry, but the Interior Ministry refused to sign it, referring to the fact that Astral-M, after applying to participate in the auction, accepted the terms of the draft contract and specifications.

The ministry under the contract paid the supplier 82.7 million rubles. instead of 275.2 million rubles. According to the documents, only 284 ViPNet Coordinator HW1000 sets were delivered and paid for.
