The Ministry of Higher Education and Research Announces Support for BUT Deployment and Expansion of IUT Departments

Judging that the University Institutes of Technology (IUT) play an essential role in meeting the skills needs of society, in particular concerning certain professions of the future and professions in shortage, the Ministry of Higher Education and Research has therefore announced to support the deployment of BUT in particular by improving the coverage of the territory thanks to the creation of new IUT departments and support for the implementation of the 3rd year of BUT (as a reminder, the start of the 2023 school year marks the 1st year of 3rd year of BUT).

15 million euros per year will be mobilized in favor of IUTs

So 1 million euros will be reserved for the creation of new BUT departments in several University Institutes of Technology, with, ultimately, nearly 600 new places : Chateaubriand (IUT of Nantes), Dole (IUT of Besançon), Sarcelles (IUT of Cergy Pontoise CY), Pontivy (IUT of Lorient) and Béziers (IUT of Béziers). These credits are paid to the establishments concerned from 2023. These openings will make it possible to meet needs on professions in tension such as packaging and packaging, commerce, data science, energy and ecological transition, intelligent robotics for industry.

The remaining 14 million euros should allow the deployment of the 3rd year of BUT throughout the country, particularly supporting around forty IUTs where supervision rates must be strengthened.

This is good news for the 38 IUTs selected. But it is also necessary at the same time that the human resources of the IUT are not revised downwards in certain universities and that the resources generated by the rapidly growing work-study program in the IUTs can be directed towards expenditure on human resources (CDD, CDI, etc.). Is it sufficient ? It depends on theambitions we have in terms of professional university training across all territories with regard to the needs for successful transitions.” comments Martial Martin, Director of the IUT of Troyes (University of Reims Champagne-Ardenne) and president of the ADIUT (Assembly of IUT Directors).

Establishment of an activity benchmark comparable to that of teacher-researchers, revaluation of the higher education bonus and revision of this bonus… are also part of the measures allowing the establishment of a renovated framework for the exercise of these teachers.

IIt is also about strengthening the teams in the face of the sometimes significant increase in staff numbers with the 3rd year of BUT. The Minister made a first announcement in December 2022. “These announcements follow work carried out with the DGESIP (General Directorate of Higher Education and Professional Integration) then the Minister’s Office to carefully assess the effects of the reform which had initially been anticipated ‘a macro point of view: when we look at the details of the IUTs, some are put in difficulty by the implementation of the 3rd year, while it rather constitutes, in other IUTs, an opportunity for homogenization of training and development of resources. The aim was to compensate for this. The DGESIP clearly understood the territorial issue and supported this request from the ADIUT which ultimately received a favorable reception from the Minister.”
