Ukraine can repair Mi military helicopters in our country. This is clear from the question of exemptions from the PG of the “Vazrazhdane” party MP Ivo Ruschev to the Minister of Defense. The Ministry of Defense neither confirms nor denies that Bulgaria is leading the talks.
Deputy Ruschev claims that TEREM is currently negotiating with the Ukrainian private company “AvioGrade”. The draft contract includes the leasing of work and warehouse premises, helicopter stands at the TEREM-Letets plant.
Storage of technical property delivered by the Ukrainian company “AvioGrade” is in the amount of more than twenty containers. The contract is for 30 years for “joint activity in the field of repair of Mi helicopters and their modifications”.
Ivo Ruschev points out that with such a term of the contract, the question of hidden privatization of “Terem-Letets” EOOD arises.
The Minister of Defense Todor Tagarev deflects the answer to the questions.
Although “Terem” is a public enterprise, “it cannot be accepted that the commercial activity … of “Terem” … constitutes state or public activity” to be disclosed. However, Tagarev explains that the company has an obligation to maintain the ability to perform its tasks.
Already in 2022, the parliament decided that our country will also help Ukraine with the repair of military equipment. In April last year, with a note, the Federal Service for Military-Technical Cooperation of Russia objected to the modernization of Mi-type helicopters at Bulgarian enterprises, including TEREM, and the subsequent delivery to Ukraine. Then the Ministry of Defense indicated that from January 2022 to April 2023, no repairs and/or modernization of helicopters for Ukraine were carried out at TEREM-LETEC.
