/ world today news/ The Minister of Education and Science Krasimir Valchev admitted that the state has failed in its attempt to systematize the admission of students to municipal schools. This is understood from the minister’s written reply to an MP from the ruling majority.
The leading criterion for admission of the children to the first grade should have been the proximity of the school to the current address of the parents or the shortest time to reach the educational institution.
“Unfortunately, the specified criteria failed to prevent the vicious practice of incorrect address registration and notes that do not correspond to the truth about the parents’ place of work,” writes Valchev. It turns out that massively parents of students who wanted to enroll them in elite schools falsified notes proving that they work next door to the school or live almost next door to it.
Traditionally, the biggest problem with enrolling students in first grade is in the capital. On Monday, the Supreme Administrative Prosecutor’s Office protested before the Sofia City Administrative Court provisions of the System for admission of students to municipal schools on the territory of the Metropolitan Municipality, adopted by the Municipal Council of the Metropolitan Municipality with a decision of 23.02.2017. According to Art. 9 of the Admission System for a large number of candidates for the first class, each school, by decision of its Pedagogical Council, may adopt up to three of its own, additional admission criteria, different from the generally established ones. With this, the Metropolitan Municipal Council (SOC) has expanded without legal grounds the possibility of admitting students to first grade, which is a gross violation of the Law on Preschool and School Education and the Ordinance on the Organization of Activities in School Education, on the basis of which it was developed and accepted by the SOS Admission System. In this way, conditions are created for violations of the law related to the introduction of uniform criteria for the admission of students to first grade in all municipal schools on the territory of the Metropolitan Municipality.
The introduction of this rule makes it possible to create any criteria by individual schools, with which to violate the principle of unity in the admission of students, violation of the guarantee of equality of all applicants – first-graders and impossibility of controlling the process of the general admission of students in the first class in the schools on the territory of the SO. Going beyond the defined legal framework of the criteria in the cases “in case of a large number of candidates for admission to the first class”, given in the provision of Art. 43 of the Ordinance leads to the illegality of the provision of item 9 of the System.
On the basis of the above and in fulfillment of its legal powers, the SGP has asked the court to declare the nullity of the provision of the System for the admission of students in the first grade in the municipal schools on the territory of the Capital Municipality, reported the VAP.
