An ultra-expensive IT system may be unusable

It took four years and UAH 600 million of budget funds to develop a command and control system for the armed forces. As a result, it turned out to be unusable.

According to the journalists, Everest LLC was supposed to carry out the development work of Dzvin-AS under the contract, the essence of which was to create an automated system for the operational control center of the Armed Forces of Ukraine. As a result, the company had to write special military software and equip several command posts (headquarters and vehicles) with the necessary equipment.

Dzvіnd was supposed to provide automated collection and processing of information, operational data exchange, operational decision-making and task execution, work with a digital map, protection of security contours, be compatible with NATO programs and much more.

Work on the project lasted four years, during which time the estimate grew, since the customer and the contractor constantly changed the plan and scope of work.

As an example, Bihus.Info cites an increase in the cost of the project by 115 million hryvnia (20% of the total cost), which went to only 12 edits of the terms of reference.

In the summer of 2020, a few months before the delivery of the project, the SBU initiated an audit, first a financial one, and then, in the fall, a comprehensive audit of the project as a whole. The audit showed that the software does not correspond to the task, therefore, further use of the Dzvin-AS project may be inappropriate.

The check showed numerous shortcomings: one of the programs that Everest LLC bought for 15 million hryvnia from a contractor is simply not used in the end, another program did not pass a special check for data protection, and information within the system is simply not transmitted to the addressee – it needs to be copied to USB flash drive and transfer to another server, which degrades operational parameters.

When the deadline for the project came to an end, the Acceptance Commission found many flaws and refused to sign the protocol, which is why the process of accepting the program was disrupted. Everest Company has filed a lawsuit demanding to accept the job.

The General Staff ignored the journalists’ request for comment, and Everest denied all the facts of shortcomings.
