The damage caused by high billing by host clubs is attracting attention. The method of skillfully attracting female customers, forcing them to borrow money using a payment system called receivables, and finally collecting the money while threatening them can be said to be the very method used by anti-social forces.
In response, the Constitutional Democratic Party of Japan submitted the “Bill for Promoting Countermeasures to Countermeasures for Malicious Host Clubs” to the House of Representatives, but the Liberal Democratic Party’s top director commented, “This bill will not be taken up in this Diet session.” Are there no laws to protect victims? We asked Ayaka Shiomura, a member of the House of Councilors, who has been actively involved in this issue, interpreting current laws and drafting legislation. –The Constitutional Democratic Party of Japan submitted the “Bill for Promoting Damage Countermeasures to Malicious Host Clubs” to the House of Representatives on November 30th. Please tell me what kind of bill it is.
Ayaka Shiomura (hereinafter referred to as Shiomura):The official name of this bill is the “Bill on the Promotion of Measures for Specified Amusement and Dining High Debt Issues”. High billing has become a problem, especially at host clubs, and we have proposed a bill to address this issue.
──Aside from host clubs, what kind of businesses are eligible?
Shiomura:For example, this also applies to men’s cafes and concept cafes. A business that provides food and drinks that exceed the person’s ability to pay.
There was a case that was featured on a TV program I appeared on the other day, where a 16-year-old girl went to a concept cafe, racked up a considerable amount of sales, and turned to prostitution to pay the bills.
Women who engage in prostitution on the streets are called “chinbo” and are attracting attention in society, but when they were rounded up, it was discovered that 40% of them were due to payments to host clubs. Ta(※). Since incidents like this continue, I have brought this up in the Diet.

–The Constitutional Democratic Party’s website states that regarding this bill, “Basic measures include investigating the actual situation of the malicious host club problem, which is a new social issue, establishing a counseling system, supporting victims’ rehabilitation into society, and providing education.・It stipulates that the national government, etc. will be responsible for promoting awareness and establishing a system of collaboration and cooperation.” Doesn’t this bill have aspects such as suspending unfair payments to victims, forcing businesses to refund unfair payments, or imposing penalties on malicious businesses?
