The project involves the rehabilitation and conversion of the 30 ha site of the Petroplus refinery.
It is a question of setting up a warehouse of over 160,000 m², capable of distributing 330,000 parcels per day, open 24 hours a day. This is not the first time that Amazon has targeted an installation in Normandy. She coveted land of 50,000 m² in Mondeville (Calvados), but the mayor of the town opposed it in order to preserve the employment of direct shops.
An opinion that has weight?
The government defines the role of investigating commissioner like: “the one who has the responsibility to lead, in an impartial manner, the public inquiry necessary for the realization of projects or the approval of plans or programs”.
He was chosen for four years by the administrative court after studying his candidacy, on the basis of a departmental list of aptitudes. “Subject to a duty of reserve, the investigating commissioner is independent, impartial and competent but is not an expert”, specifies the site of the government.

The closure of the refinery in 2013 resulted in the loss of 450 jobs.
