The mayor of the Krasno Selo district, Rosina Stanislavova, has been in a conflict of interest, appointing her daughter an associate in the Social Patronage project in May 2020. The Sofia Administrative Court ruled on Friday, confirming the Commission’s decision. anti-corruption and confiscation of illegally acquired property (CCAC).

Stanislavova was fined BGN 5,000 and another BGN 121.59, which is her daily salary for May 29, 2020. She then signed the order appointing her daughter Gabriela and was in a conflict of interest.

The mayor may appeal the decision, which is not final, to the Supreme Administrative Court (SAC). If confirmed, she must pay the fine and reimburse the remuneration for the day on which she had a conflict of interest.

Judge Kalina Petsova points out in the decision. Stanislavova was “obliged to know” and to be aware that this creates a conflict of interest, the judge said.

Daughter Gabriela is one of the 15 collaborators on the project of social care for the elderly. She submitted documents on May 18, 2020, the ranking by the commission is on May 27, 2020, and the contract was signed on May 29 of the same year.

After the election, Gabriela was employed on a labor contract starting on June 1, 2020. According to him, her monthly salary is BGN 1,240.

Stanislavova believes that it was signed in the “conditions of extreme necessity”, because due to the pandemic there were not enough candidates, and there was an urgent need to deliver food and medicine to the homes of elderly and quarantined people.

A week later, more applicants appeared and the contract was changed. Her daughter’s working hours were reduced to 4 hours, and the salary became less – BGN 620.

On June 10, 2020, other candidates for social care associates appeared and the contract was terminated. The mayor’s daughter received a total of BGN 284.28.

The proceedings in KPKONPI started in April 2021 after a signal from the Sofia City Prosecutor’s Office.

The main objection of Stanislavova, who did not appear at the court hearings, was that she did not act in the private interest, but in the public interest. The reason – during the pandemic situation there was an urgent need for staff for social care and to provide people with quarantine.

According to the court, “it is perfectly permissible for the motives for concluding the disputed contract to be dictated precisely by the urgent need that arose.” Nikolay Veselinov, one of Stanislavova’s deputies in the Krasno Selo region, also testified to this. He told the court that “Gabriela is responsible and motivated to help a person and that is why she applied for participation in the project in the conditions of a pandemic and lack of staff.”

“However, her motives do not change the court’s conclusion that there is a formal violation by Rosina Stanislavova,” said Judge Petsova.

She points out that Gabriela was able to support the project as a volunteer.

The case alleges that after the termination of the contract on June 8, 2020, the mayor’s daughter continued as such.

This is not the only case of conflict of interest of Rosina Stanislavova. She was sanctioned with BGN 15,000 for appointing herself as the head of the social patronage project. The court has not yet ruled on it.

According to the conclusions of the contract with a private company, it was agreed that 10% of the unforeseen costs for the contractor to be “returned” to an official of the municipal administration through proxies or through a company.

The contract in question was worth BGN 1,188,000 with VAT. It is claimed that the company that won the contract is Enviro Clean EOOD, which specializes in road construction and construction.

And part of the 10% of the unforeseen expenses agreed for “return” went to employees of the company “Samko” Ltd., as well as to other officials appointed by Stanislavova, even to persons with whom she was related by family. Whether this is the case now has to be proved by the investigating authorities and the prosecutor’s office.

Until December 2019, Stanislavova was a partner in the company “Samko”, registered in the village of Petarch near Kostinbrod. She transferred her shares two months after winning the local elections for mayor of Krasno Selo. She had received the shares in the company in June 2018 from Alexander Stanislavov, who until then was the sole owner of “Samko”. This is actually the mayoress’s father-in-law.

Residents of the area protested in front of the mayor’s office, dissatisfied with the broken streets, which are not being repaired.
