A leftist seminar on leftist standards in local government was held there on Saturday and Sunday. After her, the mayors jokingly commented that people will not only have to drink one cold water each, but also that it will be ungodly expensive. The fate of the municipal plumbing companies was one of the major topics of the seminar, the mayor of Troyan and member of the BSP Executive Bureau Donka Mihailova informed afterwards. The seminar was also attended by municipal councilors, chairmen of Municipal Councils and others.
After the meeting, the leftist mayors came out with a special political statement in which they address the Bulgarian citizens. They made a special commitment to socially affordable taxes for citizens. The socialist mayors assured that they would provide at least 50 percent of the maintenance of kindergartens and nurseries in their municipalities. They also guarantee the creation of a fund for the treatment of citizens in social difficulty, as well as the fact that they will not enter into any unprincipled coalitions in the local government.
“We resisted the cynical manipulations and falsifications that corrupted the free will of the voters. We realize how important it was to resist this pressure – power, economic, administrative and media,” the political statement also says. “We will prove that left-wing politics at the local level is possible. It is an alternative to right-wing policies and can offer a better life and a better perspective for Bulgarian municipalities,” the left-wing mayors are emphatic.
The state increasingly transfers responsibilities to the municipalities, but the assurance of these responsibilities is less and less, commented the leader of the BSP, Mihail Mikov. According to him, the meeting in Borovets was the first political conversation about the problems of the local government, but the left will be consistent in this regard and will put all the important issues of the municipalities before the state authorities.
This year’s budget for the municipalities is the smallest for all 25 years of the transition, was the calculation of the left-wing MP Dora Yankova, a member of the IB of the BSP. She gave as an example the fact that 2 billion BGN have been earmarked for the government’s capital expenditure, while the figure for the municipalities is only 20 million. However, Yankova added that the socialists will not give up their fight and will fight for a part of the government’s 2 billion to be allocated to the municipalities, for specific policies to deal with disasters and accidents. She also announced that the socialists will also verify the alarming information that some municipalities will not receive all 100 percent of the increase in teachers’ salaries, but only 50 percent.
The symbolic host of the meeting, the mayor of Samokov Vladimir Georgiev, posed another problem to the media. According to him, local authorities very often do not feel that they are being heard by the government. The problem with infrastructure is very painful – there are municipalities where money is always given for it and there are others that never receive anything, he complained. Georgiev believes that the most affected by this double standard are municipalities like Samokov, through which there are no highways, and without quality infrastructure it is difficult to attract investments.
The mayor of Sadovo, Dimitar Zdravkov, complained about the poor distribution of money for disasters and accidents. According to him, the state burdens the municipalities with dealing with these problems, and this has led to major problems and difficult communication between the individual authorities.
