After several complaints before the administrative court, a first criminal complaint
It is something that we do not do but that is imposed on us. It is with these words that the doctor explains her approach. On January 22, 2021, she filed complaint to the public prosecutor of Rouen against the management of the Belvédère hospital center for moral harassment. In addition to a liberal activity, this doctor has held a weekly consultation at the Belvédère for more than 20 years. In early January, she contracted a severe form of covid and was arrested. On his return, his consultation is empty, the management asks him to account for his recent decline in activity and announces the suspension of his salary. For two months, the doctor therefore comes to work but is no longer paid. She will not be able to meet the management until 6 months later, an interview so violent that the practitioner is arrested two months by a doctor who considers that it is an accident at work. On her return, she discovers that the place is forbidden to her. Even today, she no longer manages to go to the establishment where she made her debut as a young doctor and the emotion is strong: “It’s like a steamroller that falls on us and prevents us from exercising “. Today, this woman continues to practice as a liberal but occupational medicine recognized her unfit for her post at the hospital because of the attitude of the management.
Harassment and ill-being at work denounced by several caregivers of the establishment
The complainant acknowledges that having a predominantly liberal activity, outside the Belvèdère, no doubt helped her to file a complaint. For hospital employees, denouncing is much more difficult. The suffering is nevertheless very real.
Many testimonies speak of extreme suffering at work, linked, again, to management methods. “It is a regime of terror “,” of perversion “ in their words which translates into “small daily humiliations”: withdrawals of certain duties in positions, multiplication of requests for unnecessary tasks, work overload, verbal humiliations ….
A discomfort that goes very far. A caregiver recounts this time when, at her workplace, she climbed on the windowsill to jump “it was the only solution I saw to make it stop“, she explains. She stopped in time and went to the occupational medicine who arrested her for depression.
Others tell of these scenes of “cracking” at work. Caregivers took the step of alerting occupational medicine for another colleague who had confided in having thoughts of suicide.
Extreme malaise highlighted in an external audit report
This suffering was observed by an independent body responsible for carrying out an audit on psycho-social risks within the establishment.
France Bleu Normandie was able to obtain the entire report. It is uplifting. It also indicates the many alerts relayed by occupational medicine, the labor inspectorate and practitioners.
Alerts to which neither the ARS (regional health agency) nor the health ministry have responded. In a press release, the ARS welcomes a validated merger with the Rouen University Hospital. But at what price are the Belvédère caregivers who consider themselves sacrificed “for the benefit of the financial recovery of the establishment”.
A very heavy human cost for this maternity hospital which still remains in the ranking of the best health establishments in France, which was the first to receive the label “benevolent motherhood” and who is a pioneer in terms of birth plans.
