The main problem facing the 2013 Budget is the low revenue collection –

/ world today news/ Interview of Dragomira Stanoeva with the former Minister of Finance, Plamen Oresharski

Mr. Oresharski, what were the main highlights of the 2013 budget? And are you satisfied with the decisions that were made?

Budget 2013 in fact, there are not many differences compared to the previous three budgets. The main focus is on the indexation of pensions, which would have been fine if not for a few months before the elections, after a four-year hiatus.

And the analogies with the previous mandate are also not very relevant for obvious reasons.

Now, in the previous mandate, not only in this one, but also in the others, automatic indexation was done at a certain period in the middle of each year. Unfortunately, there are no other main highlights. Our economy is recovering extremely slowly. I do not see any special measures to promote economic activity. And next year the budget will be in deficit!

In your opinion, why did maternity leave not increase and did widow’s allowances remain frozen?

The main problem is not only these costs and low revenue collection. When the income does not reach there is a problem in all expenses. And it’s all from the reduced collection of government revenue, despite PR events that claim the opposite. All indicators show that, compared to previous periods, revenue collection is much lower.

What is your position on the NHIF and its budget?

There it is most visible how the changes are insignificant.

How would you rate this budget?

Routine, a continuation of the current budget, with pre-election elements in it.

What do you think is the main problem and should be solved with the 2013 budget?

The most basic one is that revenue collection needs to be improved. Costs will always fall into place when there are passes.
