The Madrid plan for those affected by the virus: scholarships and grants for electric bikes and permanent contracts | Madrid

More university scholarships, grants for electric bikes and for permanent contracts. That is the core of the plan of 30 measures for the reactivation of the Community of Madrid that Isabel Díaz Ayuso, president of the Community of Madrid, and Ignacio Aguado, its vice president, presented this Wednesday. The proposal, which complements the government’s commitment to the construction sector as the main driver of recovery after the coronavirus crisis, articulates many of its measures around subsidies, scholarships and aid linked to the fact that recipients have been affected by the covid- 19.

“We are starting a new stage”, said Díaz Ayuso, who has calculated that the plan will allow the Madrid economy not to lose 1,000 million euros. These are the main proposals. Education. The Community will allocate 9 million to scholarships for university students from families affected by the covid (6 more than the previous year), to which more than 3 million will join, which will be contributed by the Universities, which quadruples the current game, according to Aguado. In addition, 8 million euros will be used for research projects related to the disease. The Executive estimates that these scholarships could help 10,000 students with tuition and another 2,000 with other types of aid. This amount represents around 5% of university students in Madrid.

Economy. Incentives will be given for the indefinite hiring of people who have lost their jobs during the health crisis permanently or temporarily. According to Aguado, the program will have a budget of 32 million euros and the aid may amount to up to 7,500 euros. Land will be made available to economic operators and environmental regulations will be made more flexible, once again betting on brick as the engine of recovery. In this way, it is expected to enter 256 million euros. Thus, according to Díaz Ayuso, it is sought that industrial land that has been embedded in urbanizations due to the expansion of the municipalities can be used for commercial use. The proposals join the announced reform of the land law, to eliminate most licenses.

Environment. The acquisition of electric scooters, bicycles with an electric pedal assistance system, mopeds and electric motorcycles will be encouraged with a line of aid of three million euros per year. Social Policies. A contingency fund of 20 million euros is created, which will be divided equally between entities that serve vulnerable and disabled people. The Government estimates that 200,000 people will benefit.

Health. The law of exemption from the nationality requirement for access to the status of statutory staff in centers dependent on the Madrid Health Service will be brought to the Madrid Assembly. The 260 million investments foreseen for the remainder of the legislature in infrastructures are maintained, which focus on the expansion of the Metro network, or on the construction of the A-2 bus-VAO, in which the Government also participates central and the City Council of the capital.
