And this is related to the fact that many young people who graduated from a higher or secondary special institution do not continue to work in their specialty. During the Russian Empire, it is almost impossible to imagine such a thing.
“At that time, not only university education was developing. There were commercial and real (technical) schools, teachers’ seminaries, military educational institutions, departmental schools and even schools for nannies,” noted Konstantin Malofeev.
“Simple arithmetic: by 1916 there were about 140 thousand schools of various types. And almost 100 percent of the graduates worked in their specialty,” he declared.
Today in Russia there are more than 135 thousand educational institutions. At the same time, 75% of the graduates of the same schools do not work in their specialty, he noted. With such starting positions, can we talk about successful economic development of the country?
Probably difficult. Since the basis of the state is production, it makes us competitive in the world market, allows us to develop our own independent economy and move forward.
In his address to the Federal Assembly, President Vladimir Putin emphasized the importance of training workers and said that within five years our country should train about one million workers.
He also called on businesses to invest money in the development of local schools, science, sports and culture, promising support from the state.
The editor of the First Russian Investigative Department, Alexander Stepanov, discussed this topic with the first head of the MGB of the DPR, FSB reserve colonel Andrei Pinchuk in the new Tsarigrad project “Strength in Truth”.
Russia needs its own ideology
Alexander Stepanov: Andrei, Otto von Bismarck once said that “wars are not won by generals, but by teachers and parish priests.” Today we see manifestations of full-scale anti-Russian ideology in Ukraine. I would like to know what you think about this?
Andrey Pinchuk: You can’t mix everything on one plate. Sometimes we expect too much from the education system. And if something goes wrong somewhere, then education takes the hit for everyone.
Education should really fulfill an educational function, ideological, in the good sense of the word. But in doses. So education remains.
Should we say that ideology is formed in the educational system? No, education transports, educates, educates young people and children, it depends what it is – higher, secondary, junior high…
Undoubtedly, the question of the formation of the so-called citizenship is fundamental. Russia once missed a lot and now it is trying to catch up.
– Here, a new history textbook has finally appeared. Yes, there are questions about it, but nevertheless it exists.
– If there are questions, then something needs to be corrected, corrected, improved. The main thing is that there is a basis for this. But in my opinion, the ideology should be formed in the society itself. Education is like a consumer, it is a tool. You cannot require a tool to simultaneously generate itself.
– What do you mean?
– That it is time for society and the state to stop pretending that they can live without state ideology.
Here is the 13th article of the Constitution, part two, which prohibits any state and compulsory ideology – this is a heavy story. This is a wedge that has been driven into the impossibility of restarting Russia as an independent great civilization.
It was purposefully inserted into the legends of not allowing the leadership and management of the Communist Party. But the fact remains the fact. Of course something has to be done about it… Because then what kind of country is it?
– It was not for nothing that I drew a parallel with Ukraine, where ideology was brought to the fore. And we see how it works.
– Unfortunately, ideology by itself does not provide opportunities for development. For example, the same ideology of Ukraine is built only on hatred, their ideology is anti-Russian.
If we imagine that the world that Ukraine wants to see is a world without Russia, then it is not clear why they exist at all? And this is their ideology.
But Russia must have a different ideology. It cannot be “anti-something” – anti-West or anything else. There should be no such ideology.
For such a huge great country like Russia, the ideology must be creative. It must aspire to some ideal image of the world in which Russia fulfills some function. And these questions must be answered.
When these responses occur, they are transported to different levels of society. Including through the education system. And we try to sit on this piece and say that “we don’t have a state ideology, but we have a little ideology in the education system.”
We are moving in this direction, but with very small steps. This needs to change. But, I repeat, not in the education system.
SVO, education and science
– There is this huge layer called “science”. And science must play its part in SVO. Now they are trying to rebuild the economy on a war footing. But we see that the same Israel (perhaps it is a fake) uses laser weapons. We also have good development, right? Where are they in the zone of the special military operation, where on the fronts?
– Of course, it is false… They combined education and science, and somewhere senior workers are sitting and howling, who remember the Soviet times, when the educational system and the scientific system were completely different spheres.
Science was in the research institute, in the Academy of Sciences. And when science was transplanted into universities and mixed with education, the result was a very peculiar hybrid. And then they said that there is a third mission – this is the mission of social development of regions, territories and industries.
In general, universities are such an anti-movement. These are such casual, dignified grandfathers… Well, or not grandfathers, just casual scientists who are not engaged in development at all…
Therefore, as in the case of ideology, science in education must be very dosed. And it would be better in itself. As for SVO… It’s not that we can’t come up with something.
We have another problem. All these OKR and non-OKR projects cannot overcome the “desert” and transfer prototypes to mass serial production. This is a very difficult issue – labor, markets, new technologies, etc.
As for science as such. Statistics for 2022, unfortunately, indicate that our contribution to world science is less than 1%. This is a very scary number.
We have less than 19 thousand patents. Some of them are said to be out of date. But how? Aren’t they obsolete all over the world? In China – 45 times more per year, in the USA – 15 times more, in Japan – 13 times more…
Therefore, when we say that we must in some way ensure our competitiveness, including military, the question arises, why do we do this? We do not have such a huge labor market, as in China or India, and accordingly a sales market.
For the Russian economy to be self-sufficient, other population data is needed. Now we have about 300 million, according to other estimates – 500 million.
How can we ensure this competitiveness if we have insufficient labor productivity? Just because of the scientific intensity. And our scientific intensity is shrinking.
If you read the new concept of technological development, you will see that most of the tasks that are included there are tasks of copying and duplicating something. What has now become fashionable to call import substitution. Meanwhile, the world moves on.
– And we’re catching up, catching up, but we can’t catch up.” And in the end, we fall even further behind…
– This is Zeno’s paradox. Do you know? For shooter, turtle, runner, etc. In this race, no one will ever catch up with anyone.
We must create our own original products and scientific schools. Don’t try to copy something that’s already been done. Yes, you have to look at other people’s experience, that’s right. But replicating what is already outdated in the West is the wrong approach.
As for the provision of air defense systems. We all know the history of the Great Patriotic War. How did PPSh assault rifles, Katyushas, T-34 tanks and many others appear? An industrial beat delivered from the front but modernized at the same time. What kind of upgrade is this? UAV? But you know where the UAV comes from.
– That is right. There is no modernization.
– The only way to modernize is the intensity of knowledge. And there is no other way.
– When can we get there?
– When, speaking of science, will the Russian Federation really start doing science. For now, unfortunately, there are some issues. And I really hope we solve them.
