A debate was generated around the legality of the decision of the Chamber of Deputies to repeal Paraguay’s agreement with the European Union (EU). A lawyer proposes two ways to do it and that in his opinion they are legal alternatives.
Manuel Riera, lawyer and teacher was on ABC TV and He explained his opinion of what would be the correct way for the country to disassociate itself from the agreement with the European Union (EU).

Law No. 6,659 on Educational Transformation was repealed by Chamber of Deputies days ago. For Riera, the law with a lower hierarchy cannot repeal a treaty of a higher hierarchy.
“We would enter into a double violation, into something superior to what is constitutional. This breach weakens us to discuss internationally. How to claim the Itaipu thing if the agreements are not complied with internally here”, concluded.
