Handing out subpoenas in crowded places is not against the law, says Kravets.
The Ukrainian legislation does not clearly spell out the procedure subpoenas to military registration and enlistment offices, therefore, theoretically, their distribution on the street, checkpoints and various institutions is legal.

At the same time, he pointed out an extremely important point – only authorized persons can serve the summons.
“Not just citizens with machine guns and armbands who stop you on the street, check your documents – and hand over the summons. But persons directly authorized by the recruitment centers who are required to have the relevant documents with them, including those already filled out – in order to serve the summons to a specific person liable for military service,” emphasizes Kravets.
