According to witnesses, Neira had come down from her office located in the building Mutualist Luis Vargas-Torres and was going to have lunch in a nearby place, when he was intercepted by two subjects on a motorcycle. One of them got out and fired four shots at him that immediately killed him.
Neira was a renowned criminal lawyer from Esmeraldas and until 2019 he worked as a prosecutor in the canton San Lorenzo.
The police removed the body and took it to the Esmeraldas Forensic Center.
