The deputy chief of staff of the Minister of Hydraulics (MIHAS), Sanitation and Safety, Gildas Simy, announced Wednesday, November 6, 2024 in Abidjan, that the law relating to the new code of hygiene and health, will come into force from November 23, 2024.
Mr. Simy, who was speaking on the occasion of the popularization campaign for the decree on the code of Hygiene and Sanitation in the commune of Treichville, indicated that he had come to announce that from now on, there is a code of hygiene and of health which sets the rules for management throughout the entire territory.
“This code now governs the rules relating to hygiene and sanitation throughout the national territory. We ask that from now on, all community leaders, all socio-professional layers, women, young people, be our relays to the populations,” indicated the chief of staff.
He recalled that the law has been promulgated since November 2023, but the State has granted a period of one year to raise awareness and communicate on this. “This code now gives police power to our employees but also strengthens police power in matters of hygiene and sanitation for all defense and security forces,” said Mr. Simy.
He added that this new code has a coercive component. “There are even sanctions not only monetary but there are also sanctions which allow offenders to go to prison. This law now comes into force and we have come to bring the information to the population of Treichville and beyond, to the entire population of Côte d’Ivoire,” expressed the chief of staff.
The director of promotion, animation and monitoring of sanitation and hygiene committees at MINHAS, Siméon Dieudonné Ninklin, noted that the target of this campaign is the neighborhood presidents, union leaders of transporters, leaders of trade unions, leaders of national and foreign communities, leaders of artisans, religious guides, youth presidents and women presidents.
“This campaign responds to a double imperative, to inform and raise awareness before its entry into force, of the existence of this new text of law which sets the rules relating to public hygiene and sanitation in urban and rural areas so that “In turn, the target people echo it to the entire population,” assured Mr. Ninklin.
The 3rd deputy mayor of Treichville, Arthur Dallys Moloko, welcomed the choice of his municipality as the starting point for this vast campaign to popularize this new code. “We take into account all the responsibility because it is a challenge. We are certainly an example, but we have to improve. It is in this sense that we invite the entire population of Treichville and beyond to take ownership of this code and then implement it,” he declared.
The Hygiene and Sanitation Code is a text of law which aims to establish the rules relating to public hygiene and sanitation in urban and rural areas. This law tends to extend to any human activity likely to produce waste which is a source of unsanitary conditions and a deterioration in the quality of life in both towns and villages.
