Law No. 3633-IX on Amendments to Certain Legislative Acts of Ukraine Regarding Certain Issues of Military Service, Mobilization, and Military Registration published in the official publication of the Verkhovna Rada “Voice of Ukraine” on Thursday.
Therefore, based on paragraph 1 of the transitional provisions of the law, it enters into force on May 18, that is, one month from the day following its publication.
As reported in the card of the relevant draft law No. 10449 on the website of the Verkhovna Rada, the document was sent for the signature of the head of state on April 16, and was returned with his signature on the same day.
As reported, draft law No. 10449 was supported in the second reading and in general by 283 people’s deputies at the plenary session of the Verkhovna Rada on April 11. The “Servant of the People” faction cast 192 votes for him, “European Solidarity” – 0, “Fatherland” – 2, the deputy group “Platform for Life and Peace” – 18, the “Voice” faction and the “Restoration of Ukraine” group – 16 each. the “For the Future” group – 12, the “Trust” group – 5, non-factional groups – 12. On April 15, it was returned with the signature of the Speaker of the Ukrainian Parliament, Ruslan Stefanchuk, and on April 16, it was sent to the head of state for signature.
It provides for deferment from mobilization during martial law to more than 25 categories of persons. The law introduces basic military training and excludes conscription, and also enables voluntary direct conscription into military units through recruiting.
The law on mobilization provides for the reservation of conscripts from conscription into the Armed Forces of Ukraine – all civil servants of category “A” and no more than 50% of categories “B” and “B”. 100% reservation from mobilization applies to state authorities, the National Police, the National Anti-Corruption Bureau, the State Bureau of Investigation, the prosecutor’s office, the Bureau of Economic Security, the State Emergency Service, courts. 100% booking is also provided critical to support the needs of the Armed Forces to enterprises and those with mobilization tasks.
The law provides for social protection of military personnel and preservation of cash payments for those undergoing long-term treatment, in particular abroad. The document guarantees the payment of a one-time cash benefit to family members of a serviceman in the event of his death (death) during the period of martial law in the amount of UAH 15 million.
In addition, the project entitles military personnel who have signed the first contract for military service to receive a certificate for the purchase of a vehicle.
