The Mental Health Act governs the competences of the National Council for Mental Health and the law requires the National Council for Mental Health to commit to:
1- Supervision and control of regional mental health councils.
2 Follow the implementation of the provisions of this law in mental health facilities.
3- Develop policies that guarantee respect for the rights and safety of the mentally ill.
4- Publish periodic reports on their work as specified in the regulations implementing this law.
5- Monitor the conditions of hospitalization, detention and treatment of psychiatric patients and ensure that they enjoy the guarantees and rights provided for by this law.
6- Decide on grievances against the decisions of regional mental health councils.
7- Definition of standards for the license issued by the Ministry of Health for the management and operation of mental health facilities, renewing and revoking it.
8- The council must have a technical committee of specialized doctors for the review of patients’ medical records when necessary, in accordance with the provisions of the executive regulation of this law.
9- The council acts as a regional mental health council in governorates where a regional mental health council has not been formed.
