The National Inter-association Consultation of Real Estate Brokeragecomposed of the main associations in the sector (FIAIP, FIMAA, ANAMA), proposed an amendment to the Chamber Budget Commission which provides for the full deduction of the commission paid to the real estate agent for sales and rentals of first homes, with a ceiling of 10,000 euros spread over 10 years.
This innovative measure aims not only to make the use of regularly authorized agents more economically advantageous, but also to combat the rampant phenomenon of abusive brokerage, guaranteeing greater safety for citizens who buy or rent a home.
Extension of dry tax for commercial rentals to combat urban desertification

A new amendment, currently being examined by Parliament, proposes a substantial change in access to the Guarantee Fund for the first home, allocating the funds with priority no longer generically to “young couples”, but specifically to those under 30 with a “life plan aimed at marriage”.
The proposed amendment introduces something new that could have significant repercussions: the benefits will be granted only to those couples who demonstrate that they have a marriage plantherefore excluding those who live together without the intention of formalizing the union with marriage. This measure aims to encourage young people to set up a traditional family, while narrowing the field of application compared to the current legislation, which was also open to de facto unions.
Stop incentives for gas boilers: tightening coming from 2025
Starting in 2025, interventions to replace heating systems with fossil fuel boilers could be excluded from the ecobonus and the renovation bonus. This is what three amendments to the 2025 budget bill, presented to the Chamber, propose. The request also comes from the main environmental associations, such as Legambiente and Greenpeace, which in a letter to the Meloni Government ask to align with European directives to eliminate public subsidies in favor of fossil gas technologies.
According to the associations, in 2022, the incentives have allocated around 4.2 billion euros to gas boilers, an expense that contrasts with the emission reduction targets for 2030 and 2050.
