The Lack of Regulations for Pursuing and Detaining Persons in Moving Vehicles: A Legal Analysis and Controversy in Stara Zagora

The pursuit and detention of persons who are in moving vehicles is not legally regulated in any prison. After the case of the murdered policemen in Burgas, laconic rules were issued for this. There is no practical training in the Ministry of the Interior for driving a car – there is no car or motorcycle training ground, no one is trained practically in pursuit. This was stated by Adv. Galentin Grozev on the air of Nova TV in connection with the race in Stara Zagora, which ended with a fatal end.

“I didn’t see an open airbag, but there were at least three accidents. Second, I didn’t see a seat belt. This person, considering that 20 minutes before he was moving inappropriately, it is probably a major life tragedy. The man fell into a state that neither he nor the police could control,” he emphasized.

“Society is very sensitive to road trauma and road hooligans. At the time of the pursuit, this person was performing the actions of a road hooligan. The accumulated number of traffic accidents has increased the intensity of the crime, and this has necessitated the involvement of more police teams”, commented the lawyer.

“The actions of the police officers are most likely the result of what they saw and heard on television. The detention itself is quite normal, after all, it concerns a former wrestling champion. The guy is trained to fight on the ground, it’s normal for several people to try to handcuff him. It is possible to use physical force at this time. But after the handcuffs, that person was not hit or beaten,” he added.

What is the MIA’s protocol for action in an emergency situation?

He believes that the causes of death are within the person himself, not the policemen.
