The Kremlin does not intend to publish the transcript of the talks between the leaders of the Normandy Four (Russia, Germany, Ukraine, France), which were held behind closed doors during the preparation of the Minsk agreements. This was announced in an interview with TASS by the press secretary of the President Dmitry Peskov.
“We practically never do this and we won’t do it now,” a Kremlin spokesman said in response to a question about whether the transcript should be made public.
The first Minsk agreements were signed in September 2014 by representatives of the trilateral contact group (Russia, Ukraine, OSCE). The second Minsk agreements were signed in 2015, they were also attended by representatives of Germany and France.
Former French President Francois Hollande said that the Minsk agreements helped Ukraine to strengthen its military potential. Former German Chancellor Angela Merkel said the agreements were an attempt to “give Ukraine time” to “become stronger”. Former assistant to the President of Russia Vladislav Surkov said that when developing the Minsk agreements, he did not count on their implementation.
