(Seoul = Yonhap News) Reporter Lee Jeong-hyeon = Acting Chairman of the Korea Communications Commission Kim Tae-gyu said on the 15th that when the Ministry of Public Administration and Security asked for its opinion on the removal of TBS from Seoul Metropolitan Government, he said that he understands that the Korea Communications Commission expressed a reserved opinion.

At the National Assembly’s Science, Technology, Information, Broadcasting and Communications Committee audit on this day, Acting Director Kim was asked whether he had consulted in advance with the Ministry of Public Administration and Security regarding the crisis of closure of TBS. He replied, “I sent you an opinion,” and “I understand you sent a ‘cautious’ opinion.”

In relation to this, the Korea Communications Commission further explained that it had sent a reserved opinion, saying, ‘We need to watch the results in the future.’

Previously, the Korea Communications Commission rejected TBS’s application to change the articles of incorporation to operate as a non-profit foundation after the Seoul Metropolitan Government deregistered the agency.

The reason was that committee deliberation and resolution were necessary for issues related to changes in the governance structure of terrestrial broadcasting companies, rather than ordinary issues such as organizational reorganization or corporate name changes.

Accordingly, TBS is said to be considering applying to change the Articles of Incorporation again by only including provisions that allow it to receive donations.

Some in the opposition party pointed out that such a change in the articles of incorporation could also lead to a change in the governance structure, to which Acting Director Kim responded, “It may or may not be the case, so we will look at it carefully.”

At the same time, “During the first (review of application to change the Articles of Incorporation), we provided legal advice to five law firms to prevent any disputes over fairness. Additional legal review is being conducted to determine whether the second application can be viewed as a normal change to the Articles of Incorporation or a change in governance structure. “We will handle it carefully,” he added.

Acting Director Kim also mentioned in relation to the review of re-licensing of terrestrial broadcasting channels, including TBS and MBC, at the end of the year, “A re-licensing application has been submitted and a revised version has also been submitted, but it is difficult to form a review committee under a one-person system.”

Meanwhile, TBS, which was released from its status as a Seoul Metropolitan Government funding agency, is currently seeking ways to seek support from external organizations, saying it is in a situation where it does not have enough financial resources to pay employees.

At the end of this month, layoffs for all TBS employees were announced for restructuring, putting the company on the verge of closure.

Employees held a protest near Seoul City Hall this morning to condemn the crisis of TBS’s closure and appealed, “Please think just once about whether closing TBS, a public broadcaster in Seoul with 240 employees, is really the best alternative.”
