Unblocking a paperwork is worth six cases of Brut. There is an episode in the documents of the “Echidna” investigation which recounts “in a plastic way”, writes the investigating judge, the logic of exchange of “utilities and favours” adopted by Salvatore “Sasà” Gallo: a story which also involves his son Raffaele to meet a friend of Sitalfa’s CEO Roberto Fantini.
The judge dedicates a 16-page paragraph to the troubled events of the CFC, the Canavese Physiotherapy Centre, a rehabilitation facility in Leini with ten medical practices, a radiology centre, two gyms and a staff of physiotherapists. One of them, Paolo Mattana, is the founder and administrator of the center founded in 2011. But everything happens in autumn 2020, in the middle of the pandemic.

Mattana needs a big favor: to obtain authorization to change the premises and expand the specialist activities of the clinic. He turns to Fantini who immediately organizes a meeting with Salvatore Gallo and his son: «A frugal lunch… if you and Raffaele could… he was pleased to show you the centre, how he renovated it». The meeting is scheduled for Thursday: «Not Tuesday, because Raffaele always has Council in the Region: he told me Thursday at lunch».
But a lunch in the middle of the pandemic worries the PD councilor a bit. Fantini insists, at least for a visit to the centre, and Gallo senior agrees: “Okay, if you care a lot…”. Fantini’s gratitude is evident, writes the investigating judge, “so much so that he asked him for a suggestion for a possible gift”. A fact that “says a lot about how important Fantini’s interest was to him in terms of the success of the case”.
The meeting took place on October 29th, and it was Fantini himself who made an agreement with the owner of a delicatessen a stone’s throw from the courthouse to purchase some cases of sparkling wine or champagne that “someone” would then come by to collect. The gift “would have been invoiced to a company” indicated by the Sitalfa manager, but it is not clear, according to the investigating judge, whether it is his company. In any case, Fantini warns Gallo: “I’ve already found the wine, but just go and collect it yourself.”
From here the elderly politician’s interest becomes frenetic. On November 5, Mattana informed Gallo Sr. of the inspection by the supervisory commission. And on the 9th “Sasà” wrote to him that he had taken action: “Today I did it, give me back as soon as you know”. Then he reassures his friend Fantini: «Things are going well». Ten days later the physiotherapist updated him: «I heard from the supervisory commission, he told me that he did what he had to do. Now the practice is in the hands of another doctor (whose name she gives, ed.) who told me that compatibly with the Covid situation she will work on it hoping that these are not biblical times.”
Fantini asked Gallo for days to monitor the situation, and he reassured him: “The commission has moved forward… I’m like you, I do things.” On the other hand, he asks him if he had done “the oven thing” to send to his IdeaTo association: “A conversation – writes the investigating judge – which shamelessly indicates the logic of exchange, utility and favours”.
The favorable opinion of the Health Department on Mattana’s request arrives on the eve of Christmas: “Many best wishes, I wanted to inform you that things should be ok.” Fantini, however, is not happy with the time that has passed, just under two months: “But it’s already a long time… in this pandemic, no one works anymore” Salvatore replies piqued, who however calls him back on January 16th, underlining the success of the operation , which without his accelerating intervention he would not have been able to obtain for a couple of years: «If it wasn’t for me… he would have waited two years, with the pandemic that exists, it was all covered up…».
The PEC with the OK from the ASL To4 arrives on January 26, but contains inaccuracies, with consequent concerns: «The diagnostics are not mentioned, we applied for the first level one… Rx… resonance! » complains the physiotherapist. From the phone call it emerges that Mattana had presented a request to the Municipality of Leini which had forwarded it to the supervisory commission of the ASL To 4 which, after the inspection, had given the green light.
New request for help from Gallo: “I don’t understand… they only authorized 4 specialties of the 15 requests”, and Sasà takes action again. Everything came to an end in March: «We finally got there», says Salvatore, «reaffirming that he had used his influence to obtain rapid definition». He confessed to Fantini: «It was a difficult birth! » . So, the friend comments, “as soon as we can we’ll have a nice lunch offered to us.”
