Libreville, Friday November 17, 2023 (Infos Gabon) – The dialogue requested during their exchange with the Prime Minister aims to optimize State revenue during the transition period.
To avoid damaging State revenues during this period of Transition, the inter-union of financial authorities and similar administrations spoke on Thursday with the Prime Minister of the Transition, Raymond Ndong Sima, reports the Prime Minister’s office.
According to them, the social partners came to request from the Head of Government the establishment of an inclusive social dialogue with a view to finding lasting and definitive solutions to their numerous demands. “Open to dialogue, Raymond Ndong Sima was in favor of holding such a meeting,” it says.
Initiated in March 2023, the social dialogue between the government and the unions grouped around the inter-union of financial authorities and similar administrations did not have a favorable outcome. Faced with this blocked situation, the various administrations which make up the Ministries of the Economy and Participations, the Budget and Public Accounts and that of Oil have, through their unions, opted for the toughening of strike movements with the consequence non-optimization of state revenue.
“In order not to experience such a situation during this transitional period, the inter-union association of financial authorities and similar administrations contacted the Prime Minister of the Transition, Raymond Ndong Sima in order to find a solution to their various demands”, we can read on the note the text.
If the Head of the Government of the Transition has shown himself open to the various discussions, the inter-union is calling through its spokesperson Davy Mounguengui for an inclusive social dialogue with the government on several points, notably the launch of a tripartite audit of the premium file in financial authorities.
Better still, the members of the unions of financial authorities and similar administrations have informed the head of the administration that they wish to be taken into account in their specifications, the elimination of the reduction in bonuses, the elimination of decrees 428 and 429 relating to the budgetary performance bonus and that relating to the payment of specific bonuses not without mentioning the regularization of administrative situations, the payment of bonus arrears, the training of agents and the establishment of a monitoring committee for this dialogue.
Very favorable to dialogue and welcoming the approach of the inter-union, the Prime Minister of the Transition reassured his interlocutors of his availability to look at all of these points. “I completely agree that we take an inventory of this situation which has lasted too long,” recalled the Head of the Transition Government before asking the various social partners to send their contributions in view of the upcoming National Dialogue.
