The Indonesian Administrative and Bureaucratic Reform Minister, Abdullah Azwar Anas, has promised that non-civil service honorarium workers will not face mass layoffs once their positions are abolished on 28 November 2023. According to Law No. 5 of 2014 concerning State Civil Apparatus (ASN), and Government Regulation (PP) No. 49 of 2018 positions of non-civil servants, or honorarium workers will be eliminated on this date. This could cause public service commotion if handled improperly, as the workers are said to have helped a lot in public services. The Indonesian government is preparing a win-win solution for the issues related to non-ASNs, and is in communication with district heads, mayors, governors and the House of Representatives to ensure the situation is handled effectively. Currently, non-ASNs are recruited by local governments and should be qualified and have skills.
