Regarding the second declassified transcript, Tsatsarov commented that there was no surprise for him, as he was there and repeated:

In Burgas, Sotir Tsatsarov also commented on the ongoing escalation of ethical tension in the country, but was categorical that for him, it is not ethnic, but can conveniently be presented as such. He explained that this is the result of a long-instilled, tolerated and encouraged consciousness of complete impunity.
Tsatsarov pointed out that it continues in these cities and villages, with Roma neighborhoods, where illegal construction is tolerated, and violations of public order are viewed more leniently. “The genesis is different,” explained the chief prosecutor.
“The money that was spent on the integration of the Roma population was obviously spent only on the integration of the people who spent it,” he believes.
Tsatsarov emphasized that the Roma population in these neighborhoods is important and necessary when elections are looming and political marketing must stop. He also drew a parallel with MP Manol Genov, who waived his immunity, that part of the evidence against him was related to buying votes from the Roma neighborhood.
Tsatsarov added that, in his opinion, there is no ethnic conflict, but one between lawlessness and law-abiding people. He added that people from these neighborhoods can easily be used for radicalization, pointing out that one of the detainees in Asenovgrad, according to his memory, is also on trial for one of the cases of radical Islam. The law must be the same and apply to everyone, he emphasized
Tsatsarov drew a parallel with the reckless woman accused of attacking blind tourists in the seaside town:
“It turns out that glaucoma, as one of the diseases, is not an obstacle to drive in the center of Nessebar. Glaucoma is not an obstacle to reach out to blind people. Glaucoma is not an obstacle to behaving in exactly the most outrageous way,” added the attorney general, referring to one of the ailments that were cited by the young man’s lawyers, with which a lighter measure of remand was sought.
“Glaucoma turns out to be an obstacle to visiting the detention center, and it is precisely because of this that the awareness of impunity is fueled,” said Tsatsarov and added that for similar cases – for the Swede who kicked a maid, for the Russians – attacked police officers, for the Roma – another law enforcement officer, permanent arrest should be imposed. According to the chief prosecutor, however, in such cases, the accused helpfully obtained medical documents certifying poor health.
