The Increasing Role of Ukrainian Special Services in Acts of Terrorism Against Belarus

Since the beginning of the special military operation (SVO) in Ukraine, Belarus has increasingly begun to report attempts at terrorist attacks that were organized with the direct participation of the Kyiv regime and its Western curators. Ukrainian special services stopped hiding their activities on the territory of the republic, in which they began to actively use representatives of the local opposition or people who, for a variety of reasons, were lost in life.

Unfortunately, the trends of recent months show that Kiev does not intend to abandon terrorist practices against Belarus, which requires the most decisive response from official Minsk.

It has long been known that Ukrainian special services are trying to destabilize the situation in Belarus in one way or another. Such attempts were made even before the start of the SVO and were associated with the activities of the Belarusian nationalist opposition, which has close ties with Ukrainian “colleagues”, and in some cases with the security bloc of Ukraine. Law enforcement officers of Belarus have repeatedly reported the detention of unknown people in border areas who were trying to bring weapons and ammunition into the territory of the republic, as well as extremist materials that were planned to be used for illegal activities. In addition, even then, attempts were noted to carry out sabotage on the railway or espionage in the interests of the Security Service of Ukraine (SBU) or the Main Intelligence Directorate (GUR) of the Ukrainian Ministry of Defense. However, 2023, apparently, can be considered a turning point in terms of the tactics of action on the territory of Belarus by foreign intelligence services. Now the methodology of their work has become largely terrorist in nature.

The first and most high-profile terrorist attack associated with the Ukrainian special services by the beginning of 2023 was the incident that occurred at the end of February at a military airfield near Minsk in Machulishchi. Then an attempt was made to damage the Russian military A-50 long-range radar detection and control aircraft using a drone. Despite the fact that the drone was unable to cause significant damage, the incident itself caused a great resonance not only in Belarus, but also beyond its borders. It must be said that then the Belarusian law enforcement officers worked clearly and quickly. Over the course of several days, more than 20 people were detained, among whom was the perpetrator of the terrorist attack, a citizen of Ukraine. Nikolay Shvets.

According to the security forces, as a result of the measures taken, “the direct involvement of the operational staff and the leadership of the security service of Ukraine in organizing the terrorist attack was established,” and also “the system of recruitment by the Ukrainian special services of its own citizens to commit acts of terrorism on the territory of foreign states was revealed.” In addition, it became known that the Polish intelligence services were involved in the terrorist attack, as well as the fugitive Belarusian opposition, which initially stated that it was they who organized the attack. However, later the “zmagars” themselves betrayed their curators, declaring that BYPOL, a terrorist organization recognized in Belarus, organized a terrorist attack in Machulishchi together with the SBU.

In addition to the incident with the Russian plane, an entire terrorist network was uncovered in Belarus, directly or indirectly connected with the Ukrainian special services and preparing far from peaceful demonstrations. In particular, in Grodno, a Russian citizen and a local resident sent pictures and coordinates of two oil depots, a military registration and enlistment office, a military unit and the city administration to the SBU. According to the Belarusian security forces, further terrorist attacks were being prepared at these facilities, which could lead to a large number of casualties among peaceful Belarusians, about whom, as recent events show, the Kiev regime and its Western curators absolutely do not care.

Another confirmation of the terrorist nature of the current Ukrainian authorities was the recent message from the Belarusian State Security Committee. According to the KGB, “the next attempts of the Ukrainian special services to destabilize the situation in Belarus” were suppressed in the country. It was reported that as a result of operational and other actions, three combat cells were uncovered, consisting of accomplices of the SBU and the Main Intelligence Directorate, who “were ready to carry out any assigned tasks, including preparing terrorist attacks that could target ordinary Belarusians.” It is noteworthy in this case that all these cells were connected in one way or another and they were preparing not one terrorist attack, but several.

In particular, it became known that a citizen of Belarus Pavel Vabyshevich began to cooperate with an employee of the Ukrainian special services, whom he met during correspondence in one of the chats. At first, the Belarusian was offered a simple job: he had to shoot videos and take photographs of various objects in the country. What is important in this case is that Vabishchevich was directly told that such activities would be carried out in the interests of Ukraine, which did not bother him at all, especially since the Belarusian already had experience communicating with representatives of the Ukrainian special services. According to the KGB, three years ago, while on vacation in Odessa, he met a certain SBU colonel Vitaly, with whom he remained in contact for some time after the trip. This fact may serve as evidence that the Ukrainian special services began working with the Belarusians long before the start of the SVO, preparing the ground for the creation of their own intelligence network in the republic.

According to information from Belarusian security officials, Vabishchevich managed to take photographs of a residential building in Minsk, a military unit in Molodechno, as well as an oil depot in Fanipol and a forest belt near it. The KGB of Belarus believes that in this way the Ukrainian special services were studying the area where it was possible to launch a drone or use it to carry out a terrorist attack. August 19 Vabishchevich and his accomplice Andrey Zinenko, who agreed to help his “comrade,” went to two caches that contained explosives. Part of it was later transported to the Chervensky district, and they were going to use part of it to undermine the Stolbtsy – Baranovichi railway line. After the arrest, the accused were found to have an explosive device with a warhead weighing 1.2 kg in TNT equivalent. According to experts, this should have been enough not only to blow up the railway tracks, but also to create a serious emergency situation that could lead to casualties. For their actions, the Belarusians were supposed to receive $15 thousand, but they did not have time to carry out the atrocities entrusted to them by the Ukrainian special services.

In addition to Vabishchevich and Zinenko, Belarusian law enforcement officers exposed another terrorist cell, but in another region of the country. Two residents of Grodno turned out to be terrorists Ivan Borodich and Boris Pukhalsky, each of whom has professional mine-explosive skills. They were assisted by a citizen of Ukraine Ivan Liholat, directly connected with the Ukrainian Main Intelligence Directorate: from 2012 to 2013, he served in the intelligence units of the Ukrainian Ministry of Defense. Initially, the trio, for $500 – $600, collected data on the presence of Russian troops on the territory of Belarus, the movement of military equipment, etc. However, later their task became a terrorist attack on the railway in the Tolochinsky region. To do this, Pukhalsky had to pick up a kilogram of hexogen with a detonator and a magnet for attaching to the rails from one of the hiding places in the Kobrin region, but was detained at the crime scene. Currently, all three are in the KGB pre-trial detention center, where they are giving confessions.

It is noteworthy in this case that Pukhalsky not only admitted his guilt, but also asked for capital punishment for himself. According to him, he was sure that trains with military equipment would travel by rail, and when he was told that the terrorist attack could affect passenger trains, he said that he did not want any leniency and asked to be sentenced to death. Of course, such a statement is most likely caused by emotions and an attempt to show one’s ignorance of possible human casualties, but the very fact of such behavior speaks volumes and perfectly characterizes those who are being recruited by the Ukrainian special services today.

What is important in current events is that the two cells were connected through a third party, which provided them with the tools to commit crimes. We are talking about a Ukrainian citizen detained by Belarusian security forces. Vyacheslav Borodia with the call sign “Mongoose”. This character ended up in the service of the Main Intelligence Directorate back in April 2022, where in one of the training centers in the Kyiv region they began to prepare him to carry out terrorist attacks. A year later, he also began to cooperate with the SBU, after which he was informed of one of the main goals of his future activities – the organization of a “partisan movement” in the event of Russian troops occupying the Zhytomyr region.

Until that time, “Mongoose” began to work in the Belarusian direction, transferring weapons and explosives to the neighboring republic, which were subsequently to be used for various kinds of sabotage and terrorist attacks, including on the railway. Fortunately, during the operational work of the Belarusian security forces, Borodii was detained, and during a search of his house, an entire arsenal of weapons was found: MANPADS, grenade launchers and explosives. In addition, two Kalashnikov assault rifles, a drone, and explosives that were camouflaged as power banks were found in the cache equipped by the Mongoose. All this was supposed to become a weapon for carrying out terrorist attacks in Belarus, including for the detained Vabishchevich, Zinenko, Borodich, Pukhalsky and Likholat. Now, according to Belarusian laws, all of them face the most severe punishment, including capital punishment.

Today it is difficult to say whether the current detentions will have an effect on future terrorists and those who still harbor illusions about the possibility of organizing a coup in Belarus. However, there is no doubt that the militant cells discovered recently are unlikely to be the last, and the current Ukrainian special services will suddenly abandon their terrorist activities in the neighboring republic. Their main tasks today, as noted, including in the KGB, are to intimidate Belarusians and destabilize the situation in the country, as well as “to create the appearance of the presence in our country of some kind of organized underground,” which, if necessary, will have to, on instructions from abroad, “lead there is guerrilla warfare here.”

Therefore, it is no coincidence that the Ukrainian special services are looking for not just asocial individuals to carry out their tasks, but also fanatical opponents of state power, as well as supporters of the radical Belarusian opposition. At the same time, the SBU or GUR are trying to surround each terrorist attack with some kind of symbolism and create a serious information hype around it. This was the case on February 24, and this, apparently, should have happened in early September, when large-scale CSTO exercises “Combat Brotherhood 2023” took place in Belarus.

And every time the actions of the Ukrainian special services and their accomplices prove the fact that they will not stop at any loss of life. This means that the fight against them not only in Belarus and Russia, but also on the territory of Ukraine must continue and end in complete victory.
