The incentives arranged by the Italian government which are aimed at those who buy a new motorcycle, a new scooter or a new moped, whether they have an electric or internal combustion engine. These incentives guarantee a substantial reduction in the purchase price. The concessionaires can already stipulate the purchase contracts, but they will be able to be registered on the dedicated computer reservation platform only starting from 25 May.
Two types of incentives will be available for motorcycles and scooters: one, more conspicuous, for electric and hybrid vehicles (categories L1e, L2e, L3e, L4e, L5e, L6e, L7) whose incentives reach a maximum of 30% of the purchase price, up to a maximum of 3,000 EUR. The discount rises to 40%, with a ceiling of 4,000 euros, for those who scrap a two-wheeler from Euro 0 to Euro 3.
We find however also incentives for those who decide to buy a new vehicle, be it motorcycle or moped, endothermic Euro 5 approved (categories L1e, L2e, L3e, L4e, L5e, L6e, L7). In this case it is expected, compared to one 5% seller discount, a contribution that can reach 40% of the purchase priceuntil a maximum of 2,500 euros with scrapping. This category of eco-bonus provides for an investment by the Government of 10 million euros in 2022, 5 million in 2023 and 5 million in 2024.

To give you an idea, pending an explanatory ministerial circular that clarifies more specifically the method of calculating the incentives, we took the 10 best-selling motorcycles in our country and calculated how much they would cost with the eco-bonus, deducting 5% and 40% (with a maximum ceiling of 2,500 euros) from the turnkey price including VAT. It is still unclear whether the 40% deduction should be calculated on the price with or without VAT: to understand what the difference in the discount is, we took the bestseller Benelli TRK 502 as an example, calculating the two cases. For the other bikes we have assumed a discount on the price including VAT.
Below are the turnkey prices and those provided with incentives.
