The law specifically emphasizes that the Kyrgyz language must be used in state and local governments, as well as in private institutions and companies, in the preparation and holding of elections and referendums, in courts, in the armed forces, in the internal affairs system, in the preparation of regulatory documents and in the circulation of documents, in the names of institutions and organizations, geographical names, in information about goods and services, in the field of education, science and culture, in television and radio, mass media, public events, advertising, transport, etc.
It is also determined that at least 60% of the content on television and radio must be in Kyrgyz, and positions are listed, the persons occupying which must know and use the Kyrgyz language.
The law also states that Russian is the official language in Kyrgyzstan. S. Zhaparov has a close relationship with Russian President Vladimir Putin, who last September praised him for his support for the Russian language in Kyrgyzstan, at the same time emphasizing that Bishkek’s support for the Russian language is the basis for the development of bilateral relations in other areas, and reminding that Russia is the largest supplier of energy resources to Kyrgyzstan.
