The Importance of Improving Working Conditions for Paid Domestic Workers in Latin America: Strategies and Initiatives for Decent Work

In 2019, approximately 12 million people performed paid domestic work in Latin America. This occupation constitutes a source of income for people with a low educational level and migrants, especially women. They are salaried people whose employer is households and many of the tasks they perform are related to direct or indirect care. They represent a fundamental part of the organization of work in society and play a vital role in economic development. In the region, most of these people work in informal conditions and do not enjoy the rights that social security can provide, which exposes them to vulnerabilities and constitutes a major obstacle to achieving the Sustainable Development Goals. Seventeen countries have ratified the Domestic Workers Convention, 2011 (No. 189) of the International Labor Organization (ILO), which establishes the basic rights and principles for the development of this occupation. However, important gaps persist for the achievement of decent work in this sector. This document presents initiatives that have made it possible to advance on this path in the region and proposes a strategy in which regulatory frameworks are complemented with measures related to incentives, inspection, qualification, and information and dialogue.
