In times of tight budgets, a “special fund” is a popular way of spending money and at the same time saving money. The federal government uses this to finance its current expenditure, for example. The rest, like investments, is financed from special funds. The tenants’ association demands just such a special fund. It should provide money for social housing: 50 billion euros.
