The Implementation of Biosafety Protocols in Education Units for Safe Return to Classes

Given the increase in cases of covid-19 throughout the national territory, the resurgence of the implementation of biosafety mechanisms, strategies and protocols in fiscal, private and agreement educational units is imminent, in order to guarantee students and teachers the safe return to educational activities, starting next Monday, February 5.
In this regard, the Minister of Education, Edgar Pary Chambi, was categorical in announcing that biosafety protocols will be reactivated in educational units throughout the country and joint actions will be promoted so that mothers and fathers have their children vaccinated against covid-19, in order to have a safe return to classes.
In this sense, Minister Pary announced that the mandatory use of masks will be instructed for teachers, administrators, students and other educational actors who are part of the curricular development in classrooms, as closed places are created, lacking constant ventilation.
Now, it is worth highlighting that article 1 of Ministerial Resolution (RM) No. 0461, issued last year by the Ministry of Health and Sports, resolves that, as of July 31, 2023, the declaration is lifted. of national health emergency against covid-19 throughout the territory of the Plurinational State of Bolivia, at the request of the National Strategic Council for Health Emergencies.
Consequently, since August 1 of the last administration, the use of face masks in different spaces has been voluntary; However, it was clearly established that its use in closed environments and maintaining biosafety measures such as hand washing, the use of alcohol and antibacterial gels is recommended.
In this framework, in accordance with article 35 of RM 0031/2021, issued on January 21, 2021 by the Ministry of Education, educational units must coordinate with the corresponding Territorial Autonomous Entities (in this case with the Municipal Autonomous Governments ) the implementation of biosafety measures and protocols in the event of covid-19 cases.
In that order, as of February 5, it is imperative that educational units implement biosafety mechanisms, strategies and protocols established in Bi Ministerial Resolution 0001/2021 and 0001/2022, issued by the State Health and Education portfolios.
These actions are intended to protect the health of educational actors who are part of the curricular development, limited to temperature control measures before entering the educational unit, correct and permanent use of the mask and sanitation, periodic programming of disinfection actions, continuous and uninterrupted provision of water, among others.
For this reason, it must be clearly established that, in accordance with article 80 of Law No. 070 “Avelino Siñani – Elizardo Pérez”, the Autonomous Municipal Governments are directly responsible for providing biosafety supplies to teachers and students of educational units. fiscal and agreement.
