The Thionvillois know the former barracks of the CRS 36 well, at least its strategic position. Nestled on the highest point of the hill of Guentrange, chemin du Fort, it enjoys a privileged natural environment. On one side, there is the forest; on the other, a 360° view of the valley, and the first neighbors are quite far away. Clearly, the site of approximately two hectares is one of the most enviable in the city.

14 candidates, only one winner
Unsurprisingly, the call for projects whetted the appetite of national, regional and local promoters. “Fourteen candidates came forward. We analyzed twelve (two having responded after the deadline) and we selected four finalists,” says Roger Schreiber. The Icade company won the competition by presenting a project of around sixty housing units divided into four small collectives, 12 terraced houses and four villas. Its file highlights a very aesthetic architecture, but also bioclimatic; external insulation in biosourced materials; green roofs, among others. Underground car parks are planned in order to free up the traffic lanes around the collectives. The developer will also pay for the repair of the entire roadway and the car park at the end of Chemin du Fort.
The deputy mayor emphasizes the composition of the jury that audited the finalists last June: “For the first time, we have included two local residents as well as the Guentrange environmental protection association. In a more classic way, two elected representatives of the opposition sat. Representatives of the Grand Est Public Land Establishment (which owns the land on behalf of the City) and the Council for Architecture and Town Planning (CAUE) of the Moselle provided external and neutral expertise.

Price still under negotiation
“The finalists presented us with very qualitative projects. The price, which was not supposed to be a major argument, nevertheless played a role, because it was this criterion that allowed us to decide between the two projects that stood out from the crowd”, indicates Roger Schreiber. Precisely, the price of the transaction is currently not communicated. The minimum threshold set by the City was €1.1 million, but it is more likely to get double that. “Aspects are still being negotiated, such as the cost of depollution”, indicates an urban planning officer. This last aspect is not neutral: between the removal of soil polluted with hydrocarbons, the removal of embankments and the entire asbestos removal part, the bill amounts to more than €600,000. At the expense of the purchaser.
