The ‘How Many Stops Act’ and the Tension Between Mayor Adams and the City Council: An Analysis by Paula García-Salazar

An atmosphere of tension between Mayor Adams and the City Council has been generated in recent days after the president refused to enact legislation known as the ‘How Many Stops Act’.

The measure, already approved by the Council, seeks greater transparency on the part of the police, by requiring that agents report on all their interactions with civilians during investigations.

Adams has vetoed the initiative, arguing that officers would spend their time on unnecessary paperwork. And now the City Council is preparing to override the veto.

To analyze what this reform means and its impact on the Latin community, Paula García-Salazar joins us.

García-Salazar is an attorney with the Legal Aid Society, a group that, among many things, advocates for racial equity.

1. Paula, you support this legislation and have closely followed its process. Why do you think its implementation is necessary?

García-Salazar.

2. You have talked about the disparity in interventions. But how big a problem is this when it comes to the Latino community?

3. We now know that this law requires that if a police officer decides to interrogate someone without suspicion of criminality, information such as race, age or sexual gender be reported. How do you think these details can contribute to greater police transparency within the NYPD?

4. Paula and we understand that the measure also requests that the police document data on the moments in which an officer asks a person for their consent to proceed with a search, including the times in which an individual has refused. In addition, information is provided on the use of language interpretation services in these cases. Why would this be necessary?

5. And finally, it is expected that this law will finally be implemented. Do you think it is enough? What would be another aspect to consider in efforts to create more clarity in police actions?
