Since 2017, the city of Trévenans has hosted the Nord Franche-Comté hospital center. It is therefore the municipality’s civil status service which must register all births and deaths, issue certificates to the population, etc. Result: the operation of the service cost last year. nearly 200,000 euros ! The other communes of the department take a share, but not enough. So much so that the senator from the Territoire de Belfort appealed to the Minister of Territorial Cohesion, Jacqueline Gourault, and questioned him in session on Tuesday, April 13.
Because the slate begins to be long: despite the contribution of other municipalities, more than 70,000 euros remain the responsibility of Trévenans, or more than 6% of the budget. And it keeps increasing … “Until now, it was a load that was bearable, around 20,000 euros, but now that the service is increasing, we are forced to have additional staff“, explains the mayor, Pierre Barlogis. 3,000 births, 1,700 deaths and therefore as many civil status certificates: here is the balance sheet for 2020. Enough to occupy the 3.5 full-time equivalents who work in the civil status service …
A load that can only increase in the future
Of the 190,000 euros that the operation of the service costs each year, barely a little more than half is covered by the surrounding municipalities, the territory of Belfort and Doubs. Smaller municipalities or those with few births and deaths are exempt. And this burden will automatically increase over the years: each child born in Trévenans will ask for birth or inheritance certificates in the future for his procedures. The senator of the Territory Cédric Perrin therefore called on the Minister of Territorial Cohesion, Jacqueline Gourault. “You will see that in the long run, there are benefits for radiation from the community“, said the minister.”However, we will take a close look at this situation to see if a solution can be found for Trévenans and the Territoire de Belfort.“. In the meantime, in Trévenans, nearly 4 officials are trying to absorb the procedures and the waiting room of the town hall will be transformed to expand the civil status service.
